Questioning the Minister of Home Affairs, delegate Trinh Minh Binh (Vinh Long delegation) pointed out that the policy to support cadres, civil servants, public employees, and part-time workers at the commune level when implementing the severance regime depends on the resources and budget balancing ability of the locality.

Meanwhile, most localities have not been able to balance their budgets and face difficulties in funding implementation.

"I would like to request the Minister of Home Affairs to advise the Government on any solutions in the coming time to help cadres, civil servants, public employees, and part-time workers at the commune level to enjoy full benefits when they leave their jobs due to the rearrangement of administrative units at the commune level?", the delegate asked.

Responding, Minister of Home Affairs Pham Thi Thanh Tra said that in the period of 2023 - 2025, when it is expected to rearrange 47 district-level administrative units, 13 units will be reduced; 1247 commune-level administrative units will be reduced by 624 units. Accordingly, the country is expected to have 21,800 redundant officials and civil servants, of which 1,200 are redundant at the district level; about 13,100 are at the commune level; about 7,500 are part-time workers at the commune level.

The settlement of this surplus of cadres and civil servants must be carried out within 5 years and must be completely resolved by 2030.

To solve this problem, the Ministry of Home Affairs has advised the Government to issue Decree 29/2023 regulating staff streamlining; in which a separate amount is reserved for arranging redundant cadres and civil servants when arranging administrative units at district and commune levels.

In addition, 46/54 localities in the reorganization area have had resolutions from the People's Council to provide additional support in addition to the general regulations of the Government.

"Thus, the funding source for localities to resolve this redundant policy regime is very large," the Minister emphasized.

Accordingly, localities that balance their own budgets must balance and arrange funding sources to arrange surplus cadres and civil servants according to Government decrees as well as resolutions of their provincial People's Councils.

As for localities that cannot balance their own budgets, they will compile and send it to the Ministry of Home Affairs so that the Ministry can compile a report to the Government to allocate budget to pay for the funding source to implement the surplus policy for cadres, civil servants, and part-time workers at the district and commune levels.

Minister Pham Thi Thanh Tra asked localities to urgently synthesize and resolve the issue. “If they quit immediately within 12 months, civil servants will have a large amount of money to be ready and qualified to find a new job,” the Minister said.

Decree to attract and employ talented people in the public sector is coming soon.

Also interested in the field of internal affairs, delegate Leo Thi Lich (Bac Giang delegation) mentioned the implementation of Resolution 26 of the 12th Party Central Committee on creating a strategic source of cadres and according to Conclusion 86 of the Politburo as well as Decree 140 of the Prime Minister on attracting excellent and excellent graduates, answering questions at the 4th session, the Minister of Internal Affairs said that by 2020, the goal is to attract 1,000 excellent students.

Minister Pham Thi Thanh Tra said that by 2021, the country had attracted 2,891 excellent students and young scientists; of which 1,100 were from the central government and the remaining 1,791 were from localities.

In addition, localities have also developed very specific policies to attract excellent students and talented people into the public sector.

After Decree 140 of the Government, in 2022 - 2023 alone, the whole country attracted 584 people, of which 170 were from the Central level and 414 were from the local level.

“However, compared to the desire and requirement to attract excellent students and talented people to the public sector, the demand is very large but the implementation is still difficult,” the Minister acknowledged.

Therefore, the Ministry of Home Affairs is consulting, on the basis of the "National Strategy on attracting and employing talented people to 2030, with a vision to 2050" to concretize it into a decree on attracting and employing talented people in the public sector.

“This Decree is being finalized, integrating Decree 140 to create more space to attract excellent students, young scientists and talented people to the public sector,” said the Minister of Home Affairs.
