Ho Chi Minh City National University will provide research topics, funding up to 1 billion VND, support public housing and many other policies to attract outstanding scientists.
This is a preferential policy within the project to attract, retain and develop outstanding young scientists and leading scientists working at Ho Chi Minh City National University, period 2023-2030.
Dr. Le Thi Anh Tram, Head of the Organization and Personnel Department of Ho Chi Minh City National University, said that the university hopes to attract 350 scientists with a doctorate degree or higher, at least 5 years of work remaining before retirement age, and fluent in English to teach and research. Scientists will be guaranteed development policies and career paths for 5 years.
Specifically, young scientists will be granted a type C scientific research project (maximum funding of VND200 million) in the first two years. In the third year, they will continue to be granted a type B project with a maximum funding of VND1 billion.
For leading scientists, in the first two years, they are assigned to be the head of a research group or center, supported in establishing a research group and building a research community at home and abroad, participating in international cooperation activities on scientific research and a type B research topic.
Income policy will depend on each member school, including: salary, bonus, allowances, income from teaching beyond standard hours, scientific research, guiding students, trainees, and graduate students. In addition, Ho Chi Minh City National University supports public housing for those in need.

Three months ago, Hanoi National University also announced a strategy to attract outstanding scientists, investing 3 billion VND in research over three years. The "excellent" factor will be determined by the university. Basically, they must meet specific scientific and technological tasks set by the university.
The project of the two national universities is part of the Prime Minister's National Strategy on attracting and employing talents until 2030, with a vision to 2050. In particular, the Government leader requested that units soon issue specific mechanisms, accept risks and failures in scientific research, technology development and application; and focus on removing administrative barriers in the management of science and technology activities.
Research indicators now have a high weight in the criteria for ranking world universities. Investment in research also aims to diversify income sources beyond tuition fees.
Ho Chi Minh City National University currently leads the country in the number of international publications in the Scopus database (2,494 articles) and the number of training programs accredited by international organizations (125 programs). According to the QS rankings, this university is in the top 800-1,000 in the world and top 167 in Asia.
In 2023, the university's revenue from science and technology transfer will be 288.5 billion VND, the highest ever.
