(Fatherland) - On February 6, 2025, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy signed and issued Official Dispatch No. 418/BVHTTDL-VHCS to the People's Committees of provinces and centrally-run cities on ensuring the implementation of civilized, safe and economical lifestyles in festival activities after the Lunar New Year and the Spring Festival in 2025.
In order to effectively implement Official Dispatch No. 09/CD-TTg dated February 3, 2025 of the Prime Minister on ensuring the implementation of a civilized, safe and economical lifestyle in festival activities after the Lunar New Year and the Spring Festival in 2025, in the Official Dispatch, the Ministry of Culture, Sports and Tourism requested the People's Committees of provinces and centrally-run cities to strengthen the implementation of state management measures on festivals according to the decentralization of authority; strictly implement the contents of Directive No. 40-CT/TW dated December 11, 2024 of the Secretariat on the organization of the Lunar New Year in 2025; Directive No. 45/CT-TTg dated December 18, 2024 of the Prime Minister on strengthening measures to ensure a joyful, healthy, safe and economical Lunar New Year in 2025; Decree No. 110/2018/ND-CP dated August 29, 2018 of the Government regulating the management and organization of festivals and guiding documents of the Ministry of Culture, Sports and Tourism.
The Ministry of Culture, Sports and Tourism has sent an official dispatch to the People's Committees of provinces and centrally-run cities on ensuring the implementation of a civilized, safe and economical lifestyle in festival activities after the Lunar New Year and the Spring Festival in 2025.
At the same time, direct the festival organizing committees in localities to strictly implement the provisions of Decree No. 110/2018/ND-CP; Decision No. 2068/QD-BVHTTDL dated August 3, 2023 of the Minister of Culture, Sports and Tourism promulgating the "Set of criteria on cultural environment in traditional festivals" and related legal documents to organize festivals to ensure security, order, safety, economy, in accordance with civilized lifestyle, cultural traditions of the nation and good customs and practices of each locality.
The Ministry of Culture, Sports and Tourism noted that festivals should not be organized indiscriminately, causing waste of time and money of the people, society and the State; service areas should be reviewed to ensure that they do not encroach on relic sites; and measures should be taken to ensure security, order, river safety, fire prevention and fighting, and public hygiene.
Strengthen propaganda, mobilization, raise awareness and responsibility of all levels, sectors, localities, people and tourists, especially cadres, civil servants, public employees and party members to strictly implement legal regulations on organizing and participating in festivals; mobilize people not to burn votive paper and votive paper indiscriminately, causing waste and expense, ensuring safety, saving, protecting the environment, preventing and fighting fires and explosions.
The Ministry of Culture, Sports and Tourism requires localities to increase propaganda activities about the origin of festivals, relics and the characters worshiped and honored.
