(NLDO) - The Department of Natural Resources and Environment of Ho Chi Minh City was established on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development.
On the afternoon of March 3, the Department of Natural Resources and Environment of Ho Chi Minh City held a ceremony to announce the resolution to establish the Department of Natural Resources and Environment and personnel decisions upon the merger.
The Department of Natural Resources and Environment was established on the basis of merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development.
The Board of Directors of the Department of Natural Resources and Environment of Ho Chi Minh City consists of a director and 7 deputy directors.
The Director of the Department of Natural Resources and Environment is Mr. Nguyen Toan Thang; 7 Deputy Directors include: Ms. Nguyen Thi Thanh My, Mr. Nguyen Minh Nhut, Mr. Huynh Van Thanh, Mr. Vo Trung Truc, Mr. Nguyen Xuan Hoang, Mr. Nguyen Huu Hoai Phu and Mr. Duong Duc Trong.
Director of the Department of Natural Resources and Environment Nguyen Toan Thang said that after the merger, a state management agency was formed with an organizational structure consisting of 13 specialized departments, 7 administrative units and 12 affiliated public service units.
Accordingly, compared to before the merger, the number of departments/offices has decreased from 17 (including 11 departments of the Department of Natural Resources and Environment and 6 departments of the Department of Agriculture and Rural Development) to 13 departments.
Mr. Nguyen Toan Thang presented the appointment decision to the leaders of specialized departments.
While the number of administrative units remains at 7, the number of public service units decreases from 16 units (9 units of the Department of Natural Resources and Environment and 7 units of the Department of Agriculture and Rural Development) to 12 public service units.
According to Mr. Thang, in terms of staff, the total number of cadres, civil servants, public employees and workers of the Department of Natural Resources and Environment decreased from 2,863 to 2,529 people, a decrease of 334 people.
Of which, 286 officials from the Department of Agriculture and Rural Development were transferred to the People's Committees of districts, Thu Duc City, Department of Industry and Trade, Management Board of High-Tech Agricultural Zone and Management Board of High-Tech Zone.
The Director of the Department of Natural Resources and Environment of Ho Chi Minh City said that in order for the new apparatus to operate smoothly and effectively, each officer needs to have flexible thinking and put collective interests above personal interests.
The Director of the Department of Natural Resources and Environment emphasized that streamlining the apparatus not only helps reduce overlap in functions and tasks but also improves management and operation efficiency, creating unity in the management of natural resources, environment and rural development.
According to Mr. Thang, this merger brings with it a lot of worries. Changes in organizational structure, tasks, and job positions can make many people feel confused and unfamiliar.
"However, I hope that everyone can see this change in a positive way. This is an opportunity to learn together, develop and contribute more to the sustainable development of the city," Mr. Thang emphasized.
