Don't be dazzled by the colors
Personnel work is extremely important to the revolutionary cause in general and to the field of Party building in particular. This is also a complex and sensitive field because it is “human work”.
Personnel workers must be extremely alert to see through the nature of things through the colorful embellishments, such as reports that "ring like bells."
If in a unit or locality there are many hot spots and many complaints, but 100% of the Party cells are clean and strong; 90-95% of the Party members complete their tasks well, then these "beautiful" numbers are a manifestation of the disease of achievement. We really need clean Party cells and Party members who complete their tasks well. But those must be real achievements, evaluated in a real way, not "virtual living".
“Achievement disease” is one of the nine manifestations of moral and lifestyle degradation of party members and party organizations as pointed out in Resolution 4 of the Central Committee (12th tenure). This is especially dangerous in the field of Party building and President Ho Chi Minh called it “the disease of being in name but not in reality”, “doing little but almost doing much”…
Without the "discerning eye" that the General Secretary requires of the personnel team, the phenomenon of "seeing red and thinking it is ripe" can easily occur in the face of the "unity in one direction" phenomenon.
Taking advantage of criticism and self-criticism to undermine each other and strengthen personal and group interests is considered a terrible thing for a party organization. However, the opposite phenomenon - "silence is golden", flattery, avoidance, and compliance with the leader's will is equally terrible. That is the disease of "uniform unity" and "formal democracy".
“Solidarity in the same direction” was identified by the 4th Conference of the 13th Central Committee (from October 4 to 7, 2021) as a degradation in the awareness and actions of cadres and party members. The disease is dangerous in that it does not cause immediate harm, and does not manifest itself clearly as a state of disunity that can “activate the immunity” of the Party organization. It slowly and quietly undermines the Party's strength.
In the long run, one-sided solidarity will cause internal disunity, potentially form interest groups, negatively impact social ideology and psychology, and reduce people's trust in the Party and State.
Regarding the disease of "uniform unity", General Secretary Nguyen Phu Trong emphasized: "All attitudes of deference, avoidance, right-wing, "keeping your mouth shut and taking money" or extremism, wanting to take advantage of criticism to attack others, causing internal turmoil are all wrong."
In recent years, a number of promising young officials have been selected for key leadership positions in the locality. But they were quickly dismissed from all their positions in the Party and government.
This is because those cadres have impure motivations and lack political courage, so they have “self-transformed” and fallen. However, this is also a valuable lesson in the field of planning young cadres, which is “seeing red and thinking it is ripe” and “seeing chickens and thinking they are countries”.
Typical cases are Nguyen Xuan Anh and Nguyen Ba Canh in Da Nang.
On May 14, 2019, the Central Party Secretariat decided to discipline Mr. Nguyen Ba Canh, member of the City Party Committee and Deputy Head of the Standing Committee of the Mass Mobilization Commission of the Da Nang City Party Committee, by removing him from all Party positions.
Mr. Nguyen Ba Canh was only 36 years old at that time, held the position of Secretary of the Da Nang City Youth Union, was elected as a delegate of the 9th Da Nang City People's Council (term 2016-2021) and was appointed as Deputy Head of the Standing Committee of the Da Nang City Party Committee's Mass Mobilization Committee in August 2017.
Mr. Canh violated moral qualities and lifestyle; violated the Law on Marriage and Family, violated Regulation No. 47-QD/TW dated November 1, 2011 of the Party Central Committee on things that Party members are not allowed to do.
Previously, on October 6, 2017, the Party Central Committee decided to discipline Mr. Nguyen Xuan Anh by removing him from the position of Secretary of the Da Nang City Party Committee for the 2015-2020 term and removing him from the position of member of the 12th Party Central Committee.
Mr. Nguyen Xuan Anh became Secretary of Da Nang in October 2015 when he was only 40 years old. For two consecutive years, he was the "youngest Secretary (of the City Party Committee, Provincial Party Committee) in the country," and made very eloquent statements when he first took office.
Mr. Anh violated the principle of democratic centralism and the Party and State's regulations on personnel work; made personnel decisions in an imposed manner; declared his qualifications dishonestly, violated the standards for Party Committee members and the Regulations on what Party members are not allowed to do...
Not rigid, perfectionist
Regarding personnel work for the 14th National Party Congress, General Secretary Nguyen Phu Trong noted that in the process of selecting and arranging specific personnel, one must not be too perfectionist or too absolute.
The opposite of "seeing red and thinking it's ripe" is the attitude of hesitation and perfectionism in evaluating and arranging cadres, especially for young party members, which means not caring but waiting for "the fruit to ripen on its own".
Training and developing cadres is a process, not a one-day or two-day task. If we evaluate cadres in a rigid, perfectionist manner, without considering the changing social context and the cadres themselves, we may miss out on people with heart and potential.
According to Ho Chi Minh's thought, revolutionary tasks are always moving and changing, so the cadres must also change accordingly. Regular evaluation of cadres will help arrange cadres suitable to the requirements of revolutionary tasks; help the organization grasp the cadres to have appropriate policies and measures, and at the same time create peace of mind for the cadres.
Evaluating cadres should not be based on external manifestations but must carefully consider the entire work of the cadre, must stand on the perspective of "dynamic" and "development": He reminded: "In the world, everything changes. People's thoughts also change. Therefore, the way of evaluating cadres, absolutely should not be fixed, because it must also change. A cadre who did not make mistakes in the past, but who knows if he will not make mistakes in the future, the past, present and future of a person are not always the same".
He emphasized: Training cadres must not be done carelessly or roughly... but must be nurtured like a gardener cultivating a precious tree. To skillfully use cadres is to skillfully enhance their good points and skillfully correct their bad points. Using people is like using wood. A skillful craftsman can use wood of any size, straight or curved, depending on the situation.
Skillful use of cadres is also demonstrated in knowing how to harmoniously combine the previous generation of cadres and the next generation of cadres. The previous cadres have a lot of leadership experience and have been trained and challenged in practice. Meanwhile, the young cadres are enthusiastic, passionate, sensitive to new things and willing to learn, so they progress quickly.
