After 27.5 days of serious, scientific, democratic and highly responsible work, on the morning of June 29, the 7th Session of the 15th National Assembly held its closing session.
The session had the most legislative content since the beginning of the term.
In his closing speech, National Assembly Chairman Tran Thanh Man emphasized that the 7th Session of the 15th National Assembly is the session with the largest volume of legislative work at a single session since the beginning of the term. The draft laws and resolutions considered and approved by the National Assembly at this session relate to many sectors and fields, and have received great attention and follow-up from voters and people nationwide.
According to the program and content of the session, personnel work was carried out strictly in accordance with Party regulations and State laws; the National Assembly elected the President, Chairman of the National Assembly, Vice Chairman of the National Assembly, members of the National Assembly Standing Committee; approved the appointment of Deputy Prime Minister, Minister of Public Security; approved members of the National Defense and Security Council, and at the same time carried out other personnel work within its authority and achieved high consensus and unanimity among National Assembly deputies.
The National Assembly Standing Committee, the Government, ministries, agencies of the National Assembly, officials of the National Assembly Standing Committee and relevant agencies and organizations have demonstrated high responsibility in preparing content for the National Assembly. Coordination work has been carried out more promptly and effectively. National Assembly deputies have promoted a sense of responsibility, discussed enthusiastically, democratically, frankly and focusedly; many opinions were expressed intellectually, deeply, in a constructive spirit; objectively and comprehensively reflecting the reality of social life in the parliament.
In addition, information and propaganda work was carried out promptly and fully before, during and after each meeting day; service work was ensured to be thoughtful and absolutely safe; continuing to affirm the efforts and determination of the National Assembly in performing its tasks with many innovations and creativity, meeting the increasingly high requirements of the country's reality.
With a high approval rate, the National Assembly voted to pass 11 laws. Along with that, the National Assembly considered and passed 21 resolutions, including 3 legal resolutions: Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; Resolution on organizing urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city; Resolution on the Law and Ordinance Development Program in 2025, adjusting the Law and Ordinance Development Program in 2024. The National Assembly considered and passed the Resolution on the National Assembly's Supervision Program in 2025 and the General Resolution of the Session.
At the same time, the National Assembly gave its first opinions on 11 draft laws; reviewed the supplementary assessment report on the results of the implementation of the socio-economic development plan and the State budget in 2023 and the implementation situation in the first months of 2024; approved the State budget settlement for 2022 and gave opinions on a number of other important contents.
Urgently implement laws and resolutions
National Assembly Chairman Tran Thanh Man stated that, in order to ensure the requirement that "laws are implemented fairly, strictly, consistently, promptly, effectively and efficiently", the National Assembly requested the Government, agencies of the National Assembly, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, relevant agencies and organizations to focus on directing, thoroughly grasping and promptly implementing effectively the laws and resolutions just passed by the 7th Session to meet the requirements and tasks of socio-economic development, ensuring national defense, security and foreign affairs of the country; promptly and effectively implementing social security policies, caring for the material and spiritual lives of policy families, workers, people in difficult circumstances and all people; meeting the expectations of voters and people nationwide, our compatriots abroad.
Along with that, it is requested that relevant agencies and National Assembly deputies continue to research, proactively and urgently prepare the contents to be submitted to the National Assembly for consideration and approval at the upcoming 8th Session.
It is forecasted that in the coming time, the international situation may continue to develop in a complicated and unpredictable manner. Domestically, in addition to opportunities and advantages, our country continues to face many new difficulties and challenges. 2024 is an important year in successfully implementing the tasks of the entire 2021-2026 term. National Assembly Chairman Tran Thanh Man expressed his confidence that under the correct, close and timely leadership and direction of the Party; the proactive, accompanying, flexible, close and effective supervision of the National Assembly; the drastic, effective and efficient management, direction and administration of the Government; the close coordination of sectors, levels and localities; With the synchronous participation of the entire political system and the efforts and striving of the entire Party, people, army and business community, our country will certainly overcome difficulties and challenges, achieve the highest socio-economic development goals in 2024, contributing to the successful implementation of the Resolution of the 13th National Party Congress.
