In his closing speech at the session, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan said that based on the reports and submissions of the City People's Committee and the verification reports of the City People's Council Committees, the delegates focused on studying, discussing and voting to pass 10 resolutions with a high consensus rate to promptly decide on important contents, mechanisms, policies and solutions to ensure social security and promote the city's socio-economic development.
These are the Resolution approving the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050; Adjusting the Public Investment Plan for 2024 and updating and adjusting the 5-year medium-term Public Investment Plan for 2021-2025 at the city level;
Approve and approve adjustments to investment policies for projects using public investment capital; Adjust and supplement the list of land acquisition works and projects and the list of projects converting rice-growing land purposes in 2024; supplement the city's education career staff from the 2023-2024 school year; prescribe tuition fees, prescribe the list, collection levels, and revenue and expenditure management mechanisms for services supporting educational and training activities for public preschool and general education institutions in the city; prescribe a number of contents and expenditure levels to support the operation of the grassroots cultural and sports institution system serving new rural construction...
The Chairman of the City People's Council requested that, immediately after the Session, the City People's Committee, all levels, sectors, localities, and units, according to their assigned functions, tasks, and powers, focus on organizing and implementing urgent, drastic, and synchronous solutions to ensure that the resolutions of the City People's Council come to life and achieve practical results.
Regarding the Capital planning, it is recommended that the City People's Committee urgently receive, supplement, and complete the content of the Planning so that the Standing Committee of the City Party Committee can report to the Politburo and the Prime Minister can report to the National Assembly to ensure quality, progress, and compliance with regulations.
Regarding the city's public investment plan, according to the Chairman of the City People's Council, in this session, the City People's Council will review and resolve to adjust the 2024 public investment plan and update and adjust the 5-year medium-term public investment plan 2021 - 2025 at the city level; approve policies and adjust investment policies for important projects in the fields of education and training, culture, drainage, wastewater treatment, transportation, resettlement infrastructure, etc. These are urgent projects, ensuring socio-economic development of localities, improving the quality of life of the people of the capital.
In 2023, Hanoi has a large capital plan and good disbursement results. Promoting those results, in 2024, the city's public investment plan is about 81,033 billion VND (an increase of more than 72.3% compared to the plan at the beginning of 2023).
"The volume of works and projects is very large, with many difficult and complicated tasks during the implementation process. We request the City People's Committee to focus on directing, strengthening supervision, inspection, and timely resolving and removing obstacles" - Chairman of the City People's Council Nguyen Ngoc Tuan noted.
Along with that, it is necessary to direct the review and statistical classification of the number of projects that have been approved in principle, approved in terms of projects, and started construction; evaluate the progress of each project; identify specific causes of slow implementation in each stage and propose specific solutions.
For projects that cannot be implemented, resolutely cut back to allocate resources for highly feasible projects, key projects, urgent projects, solving urgent people's problems such as: traffic congestion, environmental pollution; investment plans in various fields and the construction of new rural areas as well as ethnic minorities; urban railways; parks, flower gardens, renovation and reconstruction of old apartment buildings; clean water supply programs, waste treatment, wastewater, drainage, environmental protection, etc.
At this session, the City People's Council reviewed personnel work under its authority: resolution to dismiss the position of member of the City People's Committee and cease the duties of a City People's Council delegate for Ms. Tran Thi Nhi Ha (former Director of the Department of Health) appointed by the National Assembly Standing Committee as Deputy Head of the People's Petition Committee of the National Assembly Standing Committee; dismiss Mr. Nguyen Huy Cuong and elect additional member of the City People's Committee for Mr. Le Thanh Nam, Director of the Department of Natural Resources and Environment, due to the consolidation of personnel work.
