Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly held a plenary session in the hall, carrying out the following contents:
Content 1: The National Assembly listened to Member of the National Assembly Standing Committee Bui Van Cuong present the Report on adjusting the Program of the 7th Session, 15th National Assembly; then, the National Assembly voted to approve the adjustment of the Program of the 7th Session, 15th National Assembly.
Content 2: The National Assembly listened to Member of the Standing Committee of the National Assembly, Chairman of the Foreign Affairs Committee of the National Assembly Vu Hai Ha present the Report on explanation, acceptance and revision of the draft Resolution on ratification of the document of accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) of the United Kingdom of Great Britain and Northern Ireland; then, the National Assembly voted to pass the Resolution on ratification of the document of accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) of the United Kingdom of Great Britain and Northern Ireland, with the following results: 460 delegates participated in the vote (equal to 94.46% of the total number of National Assembly delegates); 459 delegates approved (equal to 94.25% of the total number of National Assembly delegates); 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).
Content 3: The National Assembly discussed in the hall the draft Law on Notarization (amended). At the discussion session, 24 delegates expressed their opinions and 4 debated opinions. Through their statements, the majority of National Assembly delegates expressed high consensus on the need to comprehensively amend the Law on Notarization and agreed with many basic contents of the draft law.
In addition, delegates also commented on many specific issues, analyzed and assessed the existing problems and difficulties in practice and proposed solutions to adjust and perfect many contents and provisions of the draft law, specifically: on prohibited acts; appointment criteria, rights and obligations of notaries; notaries withdrawing capital from the Notary Office; notary card; professional liability insurance of notaries; age of notaries; notary training; establishment of notary offices; organizational model of Notary Offices; adding the type of notary practice organization as a private enterprise in addition to a partnership company; proposing to expand the scope of notarized real estate transactions regardless of administrative boundaries; considering allowing the establishment of a notary office with 1 member in remote areas; terminating the partnership membership of the Notary Office; revoking the decision to allow the establishment of a Notary Office; procedures for notarizing contracts and transactions; notarizing translations; Legal value of notarized documents; authority to notarize real estate transactions; declaration of invalidity by the Court; State management responsibility for notary organizations;...
Delegates suggested that the Drafting Committee should study, supplement and revise a number of provisions such as: regulations on conditions, rights and obligations of notary assistants; clarify the role and necessity of professional liability insurance for notaries; regulations prohibiting advertising in notary activities; adding cases of temporary suspension of notary offices; adding the connection and sharing of databases and the right to exploit databases; clearly defining the responsibility of translators for the authenticity and legality of the translation content; considering adding the scope of responsibility of notaries;...
At the end of the discussion, Deputy Prime Minister and Minister of Justice Le Thanh Long explained and clarified a number of issues raised by National Assembly deputies.

The National Assembly listened to Secretary General of the National Assembly Bui Van Cuong, on behalf of the National Assembly Standing Committee, present: (i) A report on the election of members of the National Assembly Standing Committee for the 2021-2026 term; (ii) A report on the dismissal of Mr. Dinh Tien Dung, a member of the Hanoi National Assembly Delegation, from his duties as a deputy of the 15th National Assembly. After that, the National Assembly discussed in the Delegation the proposed personnel to be elected as members of the National Assembly Standing Committee for the 2021-2026 term and the dismissal of his duties as a deputy of the 15th National Assembly.

Under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly listened to Secretary General of the National Assembly Bui Van Cuong, on behalf of the National Assembly Standing Committee, present a report summarizing the opinions discussed in the Delegation and the results of the ballot for opinions on the election of members of the National Assembly Standing Committee for the 2021-2026 term and the dismissal of deputies to the 15th National Assembly; then the National Assembly elected a Ballot Counting Committee, conducting the process of electing members of the National Assembly Standing Committee for the 2021-2026 term and the dismissal of deputies to the 15th National Assembly by secret ballot.
Content 2: Under the direction of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly listened to: (i) Minister of Home Affairs Pham Thi Thanh Tra, authorized by the Prime Minister, presenting the Government's Report on the contents of salary reform; adjustment of pensions, social insurance benefits, preferential allowances for meritorious people and social allowances from July 1, 2024; (ii) Chairwoman of the National Assembly's Committee on Social Affairs Nguyen Thuy Anh presenting the Verification Report on the contents of salary reform; adjustment of pensions, social insurance benefits, preferential allowances for meritorious people and social allowances from July 1, 2024.

Under the direction of National Assembly Chairman Tran Thanh Man, the National Assembly listened to the Head of the Vote Counting Committee announce the vote counting results.
The National Assembly listened to Secretary General of the National Assembly Bui Van Cuong present the draft Resolution of the National Assembly on the election of Ms. Nguyen Thanh Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the 15th National Assembly Delegation of Thai Nguyen province, as a member of the Standing Committee of the National Assembly for the 2021-2026 term, and the draft Resolution of the National Assembly on the dismissal of Mr. Dinh Tien Dung, member of the Hanoi City National Assembly Delegation, from his duties as a member of the 15th National Assembly.
The National Assembly voted to pass the Resolution on the election of Ms. Nguyen Thanh Hai as a member of the National Assembly Standing Committee for the 2021-2026 term by electronic voting, with the following results: 450 delegates participated in the vote (equal to 92.40% of the total number of National Assembly delegates); 449 delegates approved (equal to 92.20% of the total number of National Assembly delegates); 1 delegate did not vote (equal to 0.21% of the total number of National Assembly delegates).
The National Assembly voted to pass the Resolution on the dismissal of Mr. Dinh Tien Dung from the duties of a deputy of the 15th National Assembly by electronic voting, with the following results: 445 deputies participated in the vote (equal to 91.38% of the total number of National Assembly deputies); 440 deputies approved (equal to 90.35% of the total number of National Assembly deputies); 3 deputies did not approve (equal to 0.62% of the total number of National Assembly deputies); 2 deputies did not vote (equal to 0.41% of the total number of National Assembly deputies).
Content 4: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to: (i) Deputy Prime Minister and Minister of Justice Le Thanh Long, on behalf of the Government, presenting the Proposal on the debt repayment extension plan for refinancing loans under Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly; (ii) Chairman of the National Assembly's Economic Committee Vu Hong Thanh presenting the Verification Report on the debt repayment extension plan for refinancing loans under Resolution No. 135/2020/QH14 dated November 17, 2020 of the National Assembly.
