This afternoon, November 8, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep chaired an online meeting with central ministries, branches and coastal localities from Ha Tinh to Ninh Thuan on response to storm No. 7 (storm YINXING). Early this morning, November 8, storm No. 7 entered the eastern sea area of the North East Sea. At 1 p.m. the same day, the center of the storm was located at about 18.4 degrees North latitude, 118.3 degrees East longitude, in the eastern sea area of the North East Sea. The strongest wind near the center of the storm is level 14 (150 - 166 km/h), gusting to level 17. Moving in the West Southwest direction, speed is about 15 km/h.
Due to the influence of the storm, the North East Sea area has strong winds of level 8 - 11, the area near the storm's eye has winds of level 12 - 14, gusts of level 17, waves 4 - 6 m high, the area near the storm's eye has waves of 6 - 8 m; the sea is very rough.
Forecast in the next 24 - 72 hours (November 9 - November 11), the storm continues to move in the West Northwest direction, then may change direction to the Southwest, gradually weakening. From the next 72 - 120 hours, the storm moves in the Southwest direction, traveling 10 - 15 km per hour, continuing to weaken further.
In Quang Tri, up to now, 2,602 boats with 6,062 crew members have anchored safely at the ports; 48 boats from other provinces are anchored in the province with 324 crew members.
Reservoirs in the province are operating safely; in which the total capacity of irrigation reservoirs managed by Quang Tri Irrigation Works Management and Exploitation Company Limited is about 92% of the designed capacity, irrigation - hydroelectric reservoirs are about 70% of the designed capacity.
For 7 projects under construction, the Provincial People's Committee has directed investors to review and update disaster prevention plans to ensure safety.
Speaking at the meeting, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong said that the Provincial People's Committee issued Official Dispatch No. 10/CD-UBND dated November 7, 2024 on proactively responding to storm No. 7 and heavy rain.
In particular, regularly monitor and update the natural disaster situation; monitor, inventory, manage boats and review forces and vehicles, be ready to deploy rescue when there is a situation. Direct localities to proactively plan to evacuate people; review the work of reserving food and essential goods at the grassroots level, especially in localities that are easily isolated and separated by storms and floods; direct people to reserve food and essential goods to ensure daily life for 7-10 days to proactively respond to storms and prolonged floods.
Prepare guards and arrange barriers and warning signs at underground locations, flooded spillways, cut-off areas, landslide risk areas, dangerous areas, etc. to ensure safety for people and vehicles.
Regarding the damage caused by storm No. 6 and recent floods, the localities are urgently implementing the work of overcoming the damage caused by storms and floods. At the same time, they are organizing inspections, reviews, statistics, and damage assessments to promptly report to all levels and sectors.
Concluding the meeting, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep emphasized that it is forecasted that from November 10 to 11, storm No. 7 will affect our country, mainly the Central region. Meanwhile, from the end of October 2024 until now, this area has been continuously affected by storm No. 6 and 2 heavy rains and floods. Currently, the reservoirs have basically stored enough water, some reservoirs have had to release water through the spillway. Heavy rains in recent times have also made the ground in mountainous areas relatively weak, posing a risk of landslides.
Therefore, it is recommended that localities absolutely not be subjective in responding to storm No. 7, especially heavy rain due to storm circulation or tropical depression due to the weakening storm. In the immediate future, take advantage of good weather before storm No. 7 to urgently overcome the consequences of recent floods.
Organize to call on boats to return to safe shelters; ensure safety for aquaculture at sea. Review and calculate the reasonable operation of reservoirs to cut floods, prevent floods from overlapping floods as well as ensure the safety of reservoirs. Prepare forces, vehicles, equipment, and necessities according to the "4 on-site" motto; have plans to evacuate people from dangerous areas, at risk of deep flooding and landslides.

Speaking at the meeting, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong emphasized that storm No. 7 is forecast to have complicated developments, its direction of movement and wind level may change due to the impact of dangerous weather conditions.
Therefore, we request that local leaders, provincial departments and agencies absolutely must not be subjective. Organize on-duty shifts seriously, prepare plans, strategies, forces and means to proactively respond.
Closely and promptly monitor forecasts and warnings of storm No. 7 and other dangerous weather conditions that may occur in the coming days, promptly inform authorities at all levels and the community to proactively prevent and minimize damage.
Continue to check, count, manage, proactively call, inform, and guide ships, boats, and vehicles to shelters; take measures to ensure the safety of ships, crew, and fishermen at anchorages in the province. Have plans to evacuate people on cages, rafts, and aquaculture watchtowers to safe places.
Prepare forces, means, and equipment for rescue and recovery work to proactively deploy in all situations; check and review riverside, stream, underground, overflow areas, low-lying areas, residential areas, and urban areas at high risk of flooding, flash floods, and landslides; proactively organize plans to evacuate and relocate people and assets to ensure timely and effective response when situations arise.
Implement measures to ensure the safety of dams and dykes; pay attention to construction works along the coast and rivers to have protection plans, ensure safety, and absolutely avoid human casualties.
Strengthen inspection, supervision, and direction of owners of reservoirs, irrigation and hydroelectric dams to organize monitoring shifts and strictly implement approved operating procedures to ensure safety for works and downstream areas.
