Hanoi will survey 11th and 12th graders from March 20-23 to assess student quality and prepare for the high school graduation exam. After Circular 29 took effect, high schools in the capital quickly caught up with free tutoring for final year students to ensure review quality and good preparation for the 12th grade exam.
Survey to improve education quality
The Hanoi Department of Education and Training (DET) said it will organize a survey for 11th graders on March 20, including 2 subjects: Literature (120 minutes) and Math (90 minutes). For 12th graders, the survey schedule will take place from March 21 to 23. Students will take tests in Math, Literature and 2 elective subjects. Each student registers to choose 2 subjects for the survey from the following subjects: Physics, Chemistry, Biology, History, Geography, Economic and Legal Education, Information Technology, Industrial Technology, Agricultural Technology, English.
It is known that this is the second year that the Hanoi Department of Education and Training has organized a quality survey for 11th grade students. Every year, Hanoi organizes this activity but applies it to 12th grade students. Previously, Hanoi set a goal of continuing to "upgrade" in the 2025 high school graduation exam. In 2024, Hanoi's high school graduation rate will reach 99.85%; an increase of 0.1% compared to 2023. The graduation rate of continuing education will reach 99.12%, an increase of 0.82% compared to 2023.
The Hanoi Department of Education and Training recommends that schools develop specific review plans that are close to practical requirements, pay attention to and have appropriate solutions for subjects with a small number of registered students; promote the individualization of the review process, ensuring that no student is left behind. The Department also reminds units to promote the sense of responsibility of the teaching staff, especially homeroom teachers; have solutions and mechanisms to encourage homeroom teachers to actively coordinate with subject teachers in the process of organizing student review.
In addition to continuing to promote career guidance and orientation, it is necessary to pay attention to uniformity in quality, provide appropriate solutions, and encourage students to actively prepare well for the subjects registered for the high school graduation exam, avoiding the phenomenon of only paying attention to subjects for admission purposes and ignoring the remaining subjects.

Grade 12 students are one of three groups that are eligible for free tutoring at school according to Circular 29. After a few weeks of confusion due to not having a tutoring plan and not being able to arrange a budget because previously, this review fee was usually contributed by parents, most schools have now stabilized their exam review classes.
Ms. Nguyen Boi Quynh - Principal of Viet Duc High School (Hanoi) said that with the new points of the 2025 high school graduation exam, the school determined not to wait for financial support to implement review for final year students but proactively balanced the school's revenue and expenditure budget to pay teachers for review lessons, at the rate of 300,000 VND/extra teaching session. In addition, the school also focused on reviewing for students to meet the capacity assessment test. Ms. Quynh commented that this test is a combination of many subjects, so all subject teachers must coordinate. Accordingly, the school built temporary capacity assessment tests for the school's students so that they can practice.
Mr. Nguyen Hong Son - Principal of Pham Hong Thai High School (Hanoi) informed that currently, remedial classes for weak students and training for excellent students will continue to be conducted free of charge according to the school year plan. Reviewing for students for the high school graduation exam will be carried out after the end of the school year, based on the voluntary spirit of students, the revenue and expenditure levels will be implemented according to regulations.
According to Decision 22 issued by the Hanoi People's Committee in 2013, high schools have long organized exam review activities in schools with fees ranging from 7,000 - 32,000 VND/student/lesson. Ms. Phan Thu Minh (Thuong Tin district, Hanoi) shared that before Circular 29 took effect, she still paid 336,000 VND per month for extra classes for 4 high school graduation exam subjects, each subject 3 periods/week. After February 14, when the school temporarily closed for 1 week, parents were very worried and requested the school to continue opening exam review classes. Although there was no financial support, teachers later voluntarily registered to teach free exam review classes 2 periods/week, helping parents to somewhat ease their worries.
A survey of schools in Hanoi shows that the cost of reviewing for the graduation exam for 12th graders previously ranged from VND225,000 to VND750,000, depending on the number of extra classes and the number of subjects the student registered to study. Compared to the cost of extra classes at centers or other extra classes opened by teachers, reviewing for the exam at school helps many families save significantly on their children's study costs. Many parents even said that if the school did not offer extra classes, they would have to increase their extra classes outside, because they were worried about the effectiveness of self-studying at home without a tutor.
Therefore, the fact that schools continue to open free review classes for students has partly met the expectations of parents and society. Director of the Hanoi Department of Education and Training Tran The Cuong said that Hanoi has a roadmap to support schools with funding to train and supplement knowledge for 3 groups of students according to the provisions of Circular 29 on extra teaching and learning.
Mr. Nguyen Xuan Thanh - Director of the Department of Secondary Education (Ministry of Education and Training) noted that students should be proactive in self-study and develop their own study plans. If you go to school every day, wait for the teacher to teach, give you study sheets, solutions, and wait for the teacher to correct you before you believe you are right, it will be difficult to gain confidence. Students need to look back, make a list of similar and different types of exercises, and the formulas needed to solve exercises. Memorizing types of exercises instead of having to memorize hundreds of exercises will help students achieve good results in exams.
