TPO - Regarding the incident in which Hanoi parents reported that they had paid tuition fees ranging from tens to hundreds of millions of VND but the American International Kindergarten Rosemont Vietnam continued to close, the Department of Education and Training of Thanh Xuan district said that they had worked directly with the school owner, requesting that the rights of students, staff, and teachers be guaranteed.
According to the Department of Education and Training of Thanh Xuan District, on February 20, the unit received information reflecting the incident of Rosemont Vietnam American International Kindergarten having a power outage, unable to organize childcare and education activities, so students had to stay home from school; delayed payment of teachers and staff salaries for February.
Immediately after that, the Department of Education and Training of Thanh Xuan district inspected and verified. Rosemont Vietnam American International Kindergarten was established in 2018 and is located at Building 21, T1 Hapulico complex No. 1 Nguyen Huy Tuong, Thanh Xuan Trung ward, Thanh Xuan district (Hanoi).

Currently, this preschool has 74 students in 5 classes; 16 staff and teachers. Including 1 principal, 10 teachers and 5 staff.
During operation, the school announced tuition fees of 6 million - 8 million VND/child/month. Meal fees are 80 thousand VND/child/month.
“The District Department of Education and Training coordinated with Thanh Xuan Trung Ward Police to conduct a site inspection and requested the school owner to submit an explanatory report. At the time of the inspection, the school had no electricity in the building, no students, and no activities,” according to the Thanh Xuan District Department of Education and Training.
School principal explains
During the inspection process of the district, the school owner informed that on February 14, the owner of the building the school is currently renting sent a document requesting payment of the rental debt before February 15. If not, the premises will be reclaimed.
The school owner requested to pay 50,000,000 VND in advance, and the remaining amount to be deferred until the end of the month. However, the landlord did not agree to extend the debt, and requested to increase the rent by 15% per month starting from January 2025 and cut off all services at the school's rented location.
The school had to send a notice to parents to let their children stay home from school and refund 150% of the tuition for the days the students were absent.
Through working, the Department of Education and Training of Thanh Xuan district also learned that this school owes 2 months of salary to its staff, teachers and employees. The school owner has committed to trying to find a way to fix and resolve the issue as soon as possible and take full responsibility to ensure the rights of students, ensuring the commitments agreed with parents and staff, teachers and employees of the school.
Requirements to ensure the rights of students and teachers
Reporting to the Hanoi Department of Education and Training, the Thanh Xuan District Department of Education and Training said that the unit has requested the school owner to work with the lessor to reach an agreement on the plan.
Immediately afterwards, the school must hold a meeting to accurately and publicly inform the school's staff, teachers and employees about the solution; there must be a commitment to the roadmap and time for implementation to ensure the rights of students, staff, teachers and employees.
The Department of Education and Training will also introduce quality kindergartens in the area so that parents can send their children if needed.
In addition, coordinate with district departments and offices to strengthen inspection and supervision of the implementation of professional regulations of the industry and legal regulations for non-public preschools.
As Tien Phong reported, previously, parents of Rosemont Vietnam American International Kindergarten said they had paid tens to hundreds of millions of VND in tuition fees, but since mid-February 2025, the school has been continuously closed, turned off the electricity, and not operating.
Ms. Q has a 2-year-old child studying at Piggy class, paying 90 million VND for 1 year of tuition (25% discount), but this school is constantly closed, forcing the child to stay at home, causing great disruption to the family's life.
"Children have no place to study, parents are anxious to come to school to ask questions but there is no Board of Directors working. The school only sends staff to receive information and does not organize a parent meeting to discuss the situation," said Ms. Quynh.
Some other parents also reported that they had paid tens of millions of dong in tuition fees, but since February, the school has continuously notified their children to stay home from school for various reasons such as: general cleaning, mosquito spraying, power outages... making them tired and without anyone to look after their children.
The Hanoi Department of Education and Training said that it had received information about the incident. The Department of Preschool Education also directed the Department of Education and Training of Thanh Xuan District to quickly and thoroughly resolve the incident, ensuring all rights for children, parents as well as teachers and school staff. Provide maximum support to parents when they need to send their children to nearby schools in the area.
