Quang Ninh has a long land and sea border with many border gates, seaports, trails, and trade routes with China. Besides the advantages in economic development, it also has many potential complications in smuggling and trade fraud. In particular, in the last months of the year, people's consumption demand increases, smuggling, trade fraud, and counterfeit goods trading tend to increase. The fight against smuggling and trade fraud is being strengthened by functional forces in the province.
To effectively combat smuggling, trade fraud, counterfeit goods, and poor quality goods, the Provincial Steering Committee 389 and the local Steering Committees 389 have proactively coordinated to synchronously implement professional measures to promptly detect, combat, prevent, arrest, and strictly handle violations of the law related to smuggling, trade fraud, counterfeit goods, and illegal transportation of goods across the border in accordance with their authority.
Based on the functions and tasks of each sector, the units build and effectively implement this work in the areas under their responsibility to ensure closeness to reality and management areas. Typically: Quang Ninh Customs advised the Provincial Steering Committee 389 to issue documents directing member units to combat and promptly and effectively prevent violations, especially on the border; collect information, identify key enterprises to classify the level of risk in import and export activities, promptly detect and strictly handle violations; closely monitor import and export goods, especially imported consumer goods. At the same time, widely propagate to the business community and people about the peak period of fighting and suppressing crimes, ensuring security and order, raising awareness of law enforcement, not participating in or assisting smugglers, actively reporting crimes to the authorities.
Along with that, the provincial border guards also increased coordination in patrolling, controlling, fighting, and eliminating smuggling and transporting lines, preventing the formation of hot spots for smuggling and trade fraud, especially on land and sea borders; closely coordinating with the police, customs, and market management (QLTT) according to regulations; doing a good job of grasping the internal and external border situation, exchanging information on the activities of all types of crimes on the border to coordinate in effectively fighting and preventing them.
The provincial Market Management Department also strengthened coordination with units and localities to strictly implement market control work, promptly detect and handle many violations. Typically, on November 14, the provincial Market Management Department coordinated to inspect 2 souvenir shops in Mong Cai City, discovered and temporarily seized prohibited goods including: Smuggled cigarettes, goods with signs of counterfeit trademarks, unknown origin, smuggled goods... worth over 598 million VND, administrative fines of over 418 million VND; Coordinated with the Department of Market Management (General Department of Market Management) to inspect a souvenir shop in Mong Cai City, temporarily detained a quantity of smuggled goods and goods of unknown origin worth over 3.3 billion VND... In particular, in the face of the increasingly popular situation of trading and trading goods and services via social networks, websites, online, e-commerce trading floors... as it is today, the Provincial Department of Market Management has strengthened management and control work. From the beginning of 2024 to present, the unit has coordinated to inspect and handle 123 cases/137 acts, fined over 1.5 billion VND, the value of auctioned goods over 597 million VND, the value of violated goods nearly 1.7 billion VND... Thereby, contributing to stabilizing the market, protecting the rights of businesses and consumers, ensuring security and order, serving local socio-economic development.
The end of the year is the time when smuggling, transportation of prohibited goods, trade fraud, production and trading of counterfeit and poor quality goods tend to increase. The Provincial People's Committee has issued a document (dated December 6, 2024) on combating smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2025. The member sectors of the Provincial Steering Committee 389 and the Steering Committees 389 of localities seriously implement the peak period, regularly exchange information, coordinate inspection, control, detection, combat, arrest and handle acts of smuggling, trade fraud and counterfeit goods to prevent and repel smuggling activities, illegal transportation of goods across borders, border gates, sea areas, seaports, international airports; Detect and handle acts of commercial fraud, tax evasion, online trading of smuggled goods, production and trading of counterfeit goods, poor quality goods, goods violating intellectual property rights. In particular, strengthen market control of essential goods, goods in demand for production, business and consumption at the end of the year and Lunar New Year 2025, focusing on strictly controlling wholesale markets, shopping malls, e-commerce floor agents, especially cross-border low-cost trading floors, online shopping social networking sites... From there, promptly detect and strictly handle acts of taking advantage of business activities to buy, sell, transport prohibited goods, counterfeit goods, goods of unknown origin...
