On the evening of January 31, speaking with VietNamNet, Major General Nguyen Thanh Tung, Deputy Director of Hanoi City Police, said that he had prosecuted 6 people on charges of Lack of responsibility causing serious consequences.
Among the 6 people prosecuted are construction inspectors, officials and police officers of Khuong Dinh ward. Major General Nguyen Thanh Tung said that of the 6 people prosecuted, the police agency temporarily detained 3 people.
Earlier, on the night of September 12 to the morning of September 13, a 10-story mini apartment building with 45 apartments on Khuong Ha Street, Khuong Dinh Ward, Thanh Xuan District caught fire. On the evening of September 13, the police said the fire killed 56 people and injured 37 others.
After a week, the cause of the fire was announced to be "an electrical short circuit in the electrical wiring in the battery area" located at the front of the scooter parked on the first floor. The fire spread from here to the electrical cable area and the electric meter boxes...
According to the construction permit issued by Thanh Xuan district in March 2015, the project is to build a 6-storey single-family house, with a first-floor construction area of 167m2, a density of 70%, and a total height of 20.2m. In fact, the investor has turned the low-rise housing project into a 10-storey mini-apartment building with a construction area of 230m2, divided into 45 apartments for sale.
On the same day, September 13, the owner of the mini apartment Nghiem Quang Minh was prosecuted and detained for 4 months to investigate the crime of violating fire prevention and fighting regulations, according to Article 313 of the Penal Code. Hanoi police have registered this case for the City Party Committee to monitor and direct.
After the fire, the Hanoi Party Committee issued a decision to inspect signs of violations at three Party organizations in Thanh Xuan district (the Standing Committee of the District Party Committee, the Thanh Xuan District Police Party Committee and the Khuong Dinh Ward Party Committee for the 2015-2020 and 2020-2025 terms) to clarify the responsibilities of related organizations and individuals.
