On March 17, Nghia Binh Railway Corporation, Traffic Police Department - Ministry of Public Security, Vietnam Railway Authority and related units of Quang Ngai province worked with a group of students who threw rocks and broke the windshield of train SE1 on March 16.

Accordingly, the group of 7 students summoned by Nghia Trung Commune Police to take statements were mostly between the ages of 9-15, studying at schools in the commune. Here, representatives of the Traffic Police Department and local police asked the subjects to write a report to clarify their actions.

Most of the children honestly confessed and admitted their mistakes. However, they innocently said that they participated in throwing rocks at the train… for fun.
PTĐ, a student of class 8E, Nghia Trung Secondary School, stated: That day, he went to buy bait for the fish. When he arrived, he met some local friends so he stopped to play a game of stacking rocks. At the same time, a train passed by and heard other students playing nearby inviting him to throw rocks at the train, so D. also ran over to join in throwing rocks at the train.
"When my friends shouted that the train was coming, I ran over, but I saw that the engine had something that looked like a camera attached to it, so I didn't throw it. I waited until the train car had a net to block it before throwing it. Then I lay face down on the ground and hid. I heard my friends say I threw it for fun, but I didn't know it was a violation," D. innocently said.
Present at the meeting, many parents or grandparents whose children had violated the law expressed concern and said they had educated their children and grandchildren, but because they were persuaded by friends and did not fully realize the potential danger of their behavior.
The windshield of train car SE1 had a large hole and was damaged and had to be replaced.
Mr. Vo Thu, the grandfather of the two students VLTT and VLĐ.H, said that after the incident, he took the two children home and questioned them, but they said they did not throw rocks at the train, but when they saw other children inviting them, they ran to stop them.
"I don't know if my grandchildren violated the law or not, but it is very dangerous for children to gather on the railway. If they are accidentally sucked in by a train, they will lose their lives. I hope the authorities will clarify whether they threw rocks or not and take educational measures to help deter the family," said Mr. Thu.
Previously, at around 4:30 p.m. on March 16, train SE1 was traveling on the Hanoi - Ho Chi Minh City schedule when passing through Km 932+900 in Nghia Trung commune, Tu Nghia district. From a distance, train driver Tran Xuan Thi discovered a group of children playing near the railway tracks with signs of throwing rocks at the train, so he blew the horn to warn and signal the train crew.
When the train passed the group of children playing, many train cars were "stoned". Upon inspection, SE1 train staff discovered that the windshield of car 5, No. 4 and windshield of car 9, No. 4 were broken.
Strong measures are needed to prevent danger and ensure train safety.
Grandfather Bui Cong Hoa, Deputy Director of Nghia Binh Railway Exploitation Branch, said that since the beginning of 2025, there have been two incidents of passenger trains running through Quang Ngai province, causing damage to the railway industry such as broken windshields and threatening train safety as well as the lives of staff and passengers on board.

In 2024, there were 4 incidents of rock throwing at trains, damaging property, on the railway line passing through this province.
To ensure train safety and railway safety corridors, the unit has coordinated with local authorities and schools with railway lines passing through to organize propaganda and sign commitments. At the same time, it has sent radio broadcasts to localities for propaganda on loudspeakers. However, stone throwing on trains still occurs frequently.
"Localities have provided support to ensure train safety. However, there are some cases where people and students are not aware of protecting railway safety corridors and have behaviors that threaten train safety. This situation is becoming more and more complicated. Therefore, the authorities need to have strong solutions to minimize the above situation," Mr. Hoa suggested.
Mr. Vo Quoc Anh, acting head of the Railway Safety Management Department II, Vietnam Railway Authority, said that the situation of throwing rocks on trains, especially passenger trains, leaves unpredictable dangers. If the rocks accidentally hit the glass of the train's engine and seriously injure the driver, the incident will be very serious. For train cars, it will injure passengers.
"Train safety is very important because there are hundreds of passengers and staff on board. Therefore, preventing and strictly handling acts that threaten train safety is necessary to avoid unfortunate incidents.
In addition to the railway industry, the police and authorities taking drastic action, parents need to educate their children and deter them from dangerous behavior. Schools and localities need to increase propaganda to students. Only then will trains be safe," said Mr. Anh.
The acting head of the Railway Safety Management Department II - Vietnam Railway Authority proposed taking strong measures to prevent the act of throwing stones that threaten train safety.
At the meeting with relevant parties, Lieutenant Colonel Tran Hai Hoang, Deputy Captain of Railway Traffic Police Team No. 2, Department 6, Traffic Police Department - Ministry of Public Security requested Nghia Trung Commune Police to take statements from the group of offending students, clarify the behavior of each individual and their parents. For the railway industry, assess property damage.
On that basis, based on the level of violation and damage, a record of administrative penalties will be drawn up. If the property damage is large and dangerous in nature, and organized, prosecution will be initiated to set an example.
"The students' actions are dangerous not only to train safety but also to the lives of train staff and passengers. Local police need to take responsibility for managing and educating students. Schools and parents cannot stand aside. We must take strict action to prevent similar actions from happening again," Lieutenant Colonel Hoang requested.
Lieutenant Colonel Tran Hai Hoang requested the Traffic Police Department of Quang Ngai Province to coordinate in checking the commitment of localities and schools on how to sign the commitment to protect railway traffic safety. Clarify why there are still students violating the commitment despite having signed the commitment and propagandized it.
Lieutenant Colonel Tran Hai Hoang suggested that there should be tough measures, even prosecution, for acts of throwing rocks at ships.
"We cannot organize a commitment signing and then leave it in the closet while train safety is threatened. From there, develop a plan to propagate and educate students. At the same time, review and close the remaining self-opened paths," Lieutenant Colonel Hoang suggested.
