Speaking at the national online conference to review the work of the home affairs sector in 2024 and deploy tasks for 2025, this morning (December 21), Permanent Deputy Prime Minister Nguyen Hoa Binh spent a lot of time mentioning the issue of streamlining the organizational apparatus.

Mr. Binh said that he, along with leaders of the Ministry of Home Affairs and advisory agencies, had many meetings about policies and regimes for officials and civil servants.

"Today we have to "submit our papers" to the Politburo so that the Politburo can approve the regime and policies when implementing the restructuring and streamlining of the apparatus. I don't know how the Politburo will approve it tomorrow or the day after, but personally I feel very stable, very secure, and assured even though the number of people affected is quite large, perhaps the largest ever, about 100,000 people," said Mr. Nguyen Hoa Binh.

He said that if the proposal of the Ministry of Interior is accepted, this will be a unique, outstanding and strong policy.

One issue raised by the Permanent Deputy Prime Minister for the Ministry of Home Affairs to study is to attract, retain, and train talented people, along with evaluating and using cadres.

Because no matter how streamlined, scientific and reasonable the apparatus is, its effectiveness and efficiency must be decided by people.

"Two departments, two offices merged, if two department heads are bad, then it might be bad. One is bad, one is good, then maybe only one department is good, merging and letting the bad one lead both departments is worse. Regarding the evaluation and proper use of cadres, the Party, State and people are still counting on the internal affairs sector to make some breakthroughs," said the Permanent Deputy Prime Minister.

Referring to the tasks for 2025, the First Deputy Prime Minister said that the summary of Resolution No. 18-NQ/TW is being carried out very urgently, drastically, resolutely and is the responsibility of all departments, ministries, branches and localities. At the meeting on December 20, the Politburo directed Party agencies to complete the apparatus arrangement on time, before February 10, 2025.

"Party agencies should set an example by doing it first, merging this and that. The Party's magazine system and some Party organizations under the authority of the Politburo will be concluded and implemented immediately next week by the Politburo. The deadline is February 10, 2025. Whoever does it first is welcome," Mr. Nguyen Hoa Binh informed.

For state agencies, according to the Permanent Deputy Prime Minister, related to the National Assembly and the law, they must follow the process.

Mr. Nguyen Hoa Binh acknowledged that, regarding the streamlining of the apparatus, public opinion is concerned about "one ministry merging with another", but a particularly important issue is that all ministries, branches and localities must streamline within the organization with the minimum goal of reducing 15 - 20%, with some units setting a requirement of 40%.

"For example, the European research department, the Asian research department, the American research department... then we also do international research. Or the strategic research institute, the economic research institute, the economic management research institute... then we make them economic research institutes," the First Deputy Prime Minister cited reality.

Permanent Deputy Prime Minister Nguyen Hoa Binh requested ministries, branches and localities to proactively propose plans to streamline the internal apparatus of agencies and organizations.

Regarding the Ministry of Home Affairs in summarizing Resolution No. 18-NQ/TW, Mr. Nguyen Hoa Binh said that this agency has 4 very important tasks.

The first step is to create a streamlined and efficient apparatus model. The Permanent Deputy Prime Minister said that this work is being done, and the merger of central agencies will be the basis for local implementation.

The second task of the Ministry of Home Affairs is to form mechanisms and policies that are strong enough and have enough incentives to encourage talented people and support workers.

The third task mentioned by the Government leader is to form a legal infrastructure for the operating apparatus: Resolutions of the National Assembly; Decrees of the Government; functions, tasks, regulations...

And the fourth task of the Ministry of Home Affairs is to guide localities in implementing this model.

"Do it quickly, do it urgently but it must be very scientific. We innovate and create to move forward but must be very calm to prevent risks such as mechanical and unreasonable mergers. We must do it while exploring and adjusting, it cannot be perfect at once, but the risk must be at the lowest level," the First Deputy Prime Minister noted.

Reiterating the words of General Secretary To Lam: "Do not let state agencies become a "safe haven" for weak officials", the First Deputy Prime Minister warned that "it is not wise to let talented people quit and incompetent people stay".

"How can we immediately streamline and reorganize the team, selecting the best in the public administration apparatus? We need people who are truly dedicated, have contributions, have experience, and have courage. The problem is very difficult but we must try to do it," Deputy Prime Minister Nguyen Hoa Binh emphasized.

Another note made by the Government leaders to ministries and branches is that public administration, political tasks, and apparatus must still operate to ensure service to the people.
