On the afternoon of August 28, a working group from the Ministry of National Defense's Circular Drafting Board and the General Department of Politics' Regulations conducted a survey on the implementation results of Circular 164 of the Ministry of National Defense and Decision No. 294 of the General Department of Politics at the Military Industry - Telecommunications Group (Viettel).

At the working session, Colonel Tran Huu Dung, Deputy Head of the Army Youth Department, Head of the survey team, thoroughly explained the purpose and significance of the survey on Circular No. 164/2018/TT-BQP dated December 1, 2018 of the Ministry of National Defense promulgating the Regulations on the organization and operation of the Creative Youth Award (TTST) in the Army (Circular 164), Decision No. 294/QD-CT dated March 3, 2014 of the General Department of Politics of the Vietnam People's Army on promulgating the Regulations on voting for Outstanding Young Faces (GMTTB) of the entire army (Decision 294). From the unit's practice, the survey team hopes to listen to the opinions of the comrades in command, management, staff work and direct participation in the implementation, stating the strengths that need to be promoted, frankly pointing out the limitations and difficulties, inadequacies that need to be proposed for amendments, supplements, and replacements to suit the current reality.
Implementing Circular 164 and Decision 294, every year, the Group's political agency issues Instructions for registration to participate in the Military TTST Award and the Military GMTTB Award. Viettel's agencies and units have many solutions to encourage, motivate, and create motivation for union members and youth to actively and proactively participate in scientific research, production and business, and successfully complete assigned tasks; effectively implementing the "Viettel Young Innovation" movement.

In the last 5 years, union members and young people have contributed more than 1,200 innovative ideas, bringing in a value of more than 400 billion VND to the unit and the Group, including many innovative ideas that are core issues in outstanding scientific topics and inventions, winning major domestic and international awards, including the TTST Award in the Army. 100% of the topics and initiatives registered to win the award have been applied in practice, with high value in national defense, security, economy and society.
From 2018 to present, Viettel has had 74 topics and initiatives participating in the Military TTST Award, winning 3 first prizes, 6 second prizes, 6 third prizes, and 14 consolation prizes. There are 5 comrades winning the Military GMTTB Award, 3 comrades were honored as Outstanding Young Vietnamese Faces, and 2 comrades are Promising Young Vietnamese Faces.
Presenting some opinions at the working session, regarding Circular 164, delegates proposed to keep the age of participation unchanged (no more than 40 years old), because comrades aged 35-40 have enough time to accumulate knowledge and experience to create quality research works, have time to apply and verify in practice. The current time to summarize and award prizes once a year is appropriate; this creates conditions for topics and initiatives to have time to verify their effectiveness when applied in practice.

Regarding the rights of the winning authors, opinions stated that Circular 164 has not mentioned the rights of authors who are contract workers, while the union members and youth in economic units and factories are mainly contract workers. For this group of subjects, it is proposed to study and supplement the rights of the project directors who won the first prize, to be considered for recruitment as professional soldiers; those who won the second and third prizes will be considered for selection and recruitment as workers and defense officials. Along with that, supplement the form of reward of the head of the General Department of Politics of the Vietnam People's Army with a certificate of merit, instead of a certificate.
Regarding Decision 294, many opinions suggested expanding and clarifying the subjects of officers, professional soldiers, defense workers, contract workers, non-commissioned officers, and soldiers; adding criteria for specific groups of subjects and cases of individuals with outstanding achievements who are specially considered for awards; adding benefits for contract workers who win the Army's GMTTB Award.
