From July 23 to 25, 1948, in Doc Phat village, Yen Ky commune, over 80 artists from all over the country gathered to establish the Vietnam Literature and Arts Association, the predecessor of the Vietnam Union of Literature and Arts Associations today, opening a new stage for the development of Resistance Literature and Arts and later the development of revolutionary literature and arts. This is considered the "Capital of Literature and Arts" in the resistance war against French colonialism.

On the occasion of the 75th anniversary of the establishment of the Union of Literature and Arts Associations (July 25, 1948 - July 25, 2023), at the request of the Literature and Arts Times, with the sponsorship of Nam Cuong Hanoi Group Joint Stock Company and the support of the local government, a Project Management Board was established to renovate and build two memorial steles in Gia Dien and Yen Ky communes, where two steles marking the above two events were placed.

After more than 2 months since the groundbreaking date (November 7, 2023 - January 17, 2024), the renovation and construction project on the memorial stele marking the location of the first working headquarters of the Vietnam Literature and Arts Association, the predecessor of the Vietnam Union of Literature and Arts Associations and the Literature and Arts Magazine, the agency of the Vietnam Literature and Arts Association (1948) in Xom Goc Gao, Gia Dien commune, Ha Hoa district, Phu Tho province has been officially completed.

The project’s commissioning is of great significance. This is not only a place to mark ancient relics, pay tribute to previous generations of artists; cadres, local Party Committees and people who have protected and sheltered artists and soldiers during the resistance war, but also a particularly meaningful destination for artists and a “red address” to educate and foster love for the homeland, pride in revolutionary traditions, and Vietnamese literature and art for today’s and future generations.

At the ceremony, Dr. Doan Thanh No, Permanent Vice President of the Vietnam Union of Literature and Arts Associations shared the joy with the Party Committee, the government, the Fatherland Front of Gia Dien commune, the Party Cell, the government, and the people of Goc Gao hamlet, when from now on there will be a memorial project "returning to the source", a destination with a new, spacious and impressive appearance on the sacred land. He affirmed: "Later, due to the requirements of the resistance war, the Association and the Literature and Arts Magazine moved to Dai Tu district - Thai Nguyen next to the Central agencies, peace was restored in Hanoi, the headquarters is located at 51 Tran Hung Dao - Hanoi until today, but this place will forever bear the historical mark of the formation and development of revolutionary literature and arts".

Also during that time, artists working here created immortal works. After peace was restored, senior artists returned many times to visit and erect a stele to commemorate the establishment and operation of the Vietnam Literature and Arts Association.
