Overcoming limitations and creating fairness in enrollment in 2025

The Ministry of Education and Training has just officially issued Circular No. 06/2025/TT-BGDDT (Circular No. 06) dated March 19, 2025 amending and supplementing a number of articles in the Regulations on university and college admissions for preschool education.

These adjustments have received great attention from students, parents and training institutions, not only enhancing transparency, fairness and improving the quality of admissions but also helping students have a clearer direction in the preparation process, choosing the appropriate admission method and increasing the chance of being admitted to the desired field of study.

Five notable new points

According to the Ministry of Education and Training, the 2025 enrollment process will have five notable new points. In particular, universities will no longer consider early enrollment as in previous years. Along with that, the enrollment process based on high school transcripts, the new regulations stipulate that universities must use the results of the entire 12th grade of the candidates instead of only using the results of one to five semesters of high school.

The reason is that not using the results of the second semester of the 12th grade of candidates in recent years has had a significant impact on their learning process and high school graduation exam, thereby affecting their learning ability at university level.

Besides, early admission will prolong the admission period, candidates will have to request confirmation of high school study results from many training institutions, leading to a waste of social resources.

Along with the removal of the early admission regulations and the addition of the admission requirement based on the transcript including the 2nd semester score of grade 12, the issue of calculating admission scores has also been adjusted to suit reality, avoiding many calculation methods, causing confusion and trouble for candidates. In particular, the new regulations stipulate that training institutions using many admission methods must determine the conversion rules equivalent to the input threshold and admission score of the admission methods, admission methods, and admission combinations according to the general instructions of the Ministry of Education and Training.

This helps schools not have to allocate quotas for admission methods, limiting the situation of having methods with very high admission scores and methods with very low admission scores, creating a large gap between admission methods.

Notably, the use of foreign language certificates in recent years has also caused many concerns for candidates and public opinion. Because in reality, foreign language learning conditions of students vary between regions. Meanwhile, in recent years, some training institutions have abused the use of foreign language certificates, causing inadequacies and even unfairness in enrollment.

Therefore, from 2025, when enrolling, schools must convert foreign language certificates into foreign language subject scores to include in the admission subject combination, in which foreign language subject scores converted from foreign language certificates have a weighted score that cannot exceed 50% to help candidates still be able to make the most of their strengths to increase their chances of being admitted to university, while still ensuring fairness.

Also according to the Ministry of Education and Training, 2025 is the first year that students studying under the 2018 general education program will take the high school graduation exam. The Ministry of Education and Training has issued regulations on high school graduation exams from 2025, which increase the number of subjects that students can choose. Therefore, the new point in this year's admission does not limit the number of admission combinations to ensure the opportunity to be admitted for students from different regions.

Along with the regulations on the methods and methods of admission, the issue of regulations on bonus points, bonus points, admission points, incentive points... also has significant changes to create fairness for candidates. In particular, the regulations set a limit of total bonus points not exceeding 10% of the maximum score of the assessment scale (for example, with a 30-point scale, the maximum is 3 points) to create a fairer opportunity in admission.

Make it easy for candidates to access information

Along with the promulgation of the admission regulations, many universities across the country have soon announced their admission plans with specific admission targets and methods, in order to help candidates and parents have the best choices in their admission registration. In particular, the National Economics University plans to enroll 73 majors with 89 training programs.

According to Dr. Le Anh Duc, Head of Training Management Department (National Economics University), in 2025, the school will implement direct admission methods, admission based on high school graduation exam results, admission and combined admission. In order to help candidates conveniently register for admission and choose a career, National Economics University organizes a variety of admission information channels for candidates to access from the beginning of this March. In particular, candidates can access through the school's electronic information portal, through social networks, smart online consulting windows, via email or via hotline phone number...

Similarly, Phenikaa University has announced enrollment information for 2025 with 12,603 ​​targets for 63 majors/training programs using four methods: Direct admission according to the school's enrollment plan; admission based on the results of the 2025 high school graduation exam; admission based on high school transcripts; admission based on the results of the Hanoi National University's competency assessment test or the results of the Hanoi University of Science and Technology's thinking assessment test or the V-SAT University Entrance Exam. Of which, there are 8 new majors expected to enroll, including: Intelligent Mechatronic Systems, Auditing, Business Law, Law, International Law, International Trade Law, Multimedia Communications, Midwifery.

Vice President of Phenikaa University, Associate Professor, Dr. Nguyen Phu Khanh said: The majors meet the needs of the labor market in rapidly developing fields such as: Communications, Law, Finance, Technology and Healthcare, opening up many better job opportunities for students after graduation. Notably, the school also focuses on developing the Engineering Block with new majors such as: Smart Mechatronics, as well as majors in the blocks: Health Sciences, Biomedical Electronics and many other multidisciplinary majors.

"These new points aim to help candidates in this year's admission season choose a suitable major, opening up more good job opportunities after graduation," Dr. Nguyen Phu Khanh emphasized.

According to Deputy Minister of Education and Training Hoang Minh Son, 2025 is a special milestone, when the first students studying under the 2018 general education program will take the upcoming high school graduation exam. In response to this innovation, the Ministry of Education and Training has oriented innovation in enrollment work, aiming to increase transparency, fairness and improve the quality of teaching in general schools day by day. The changes in enrollment regulations are mainly technical, creating the best conditions for students, building a fairer, more transparent and favorable environment in the exam and admission process. Students only need to focus on studying well.
