At the working session with the Central Policy and Strategy Committee (February 24) on the growth target set for 2025 at 8% or more, creating a solid foundation for double-digit growth in the following years and orientation for asset and cryptocurrency management in Vietnam, after listening to the report of the Central Policy and Strategy Committee and the comments and contributions of the delegates attending the meeting, General Secretary To Lam concluded as follows:
1. Acknowledge and appreciate the Central Policy and Strategy Committee for its research, assessment report and proposal of a number of principles, requirements, orientations and major solutions to achieve the economic growth target of 8% or more in 2025 and at a "double-digit" level in the next period; basically agree with the 10 strategic solutions proposed in the Report.
2. In the coming time, both in the short and long term, the first and foremost requirement is to mobilize all economic sectors, enterprises and people to participate in socio-economic development, actively work and produce, creating material wealth to contribute to the growth and development of the country. All institutions, mechanisms and policies must aim towards and achieve this requirement.
3. To promote rapid and sustainable economic growth, it is necessary to focus on reform and promotion of both the supply and demand sides in a manner consistent with the reality, nature and level of the Vietnamese economy. In particular, promoting supply-side factors will ensure long-term growth requirements, with fewer consequences, but will have a higher delay; promoting demand-side factors may be faster but with more risks.
- On the supply side, it is necessary to continue to focus on strong institutional reform, improve the business investment environment, strengthen the confidence of businesses and people, strive to reduce at least 30% of administrative procedure processing time by 2025; reduce at least 30% of business costs, especially in the field of customs, regulatory compliance costs, informal costs... Eliminate at least 30% of unnecessary business conditions. Strive for Vietnam's investment environment to be among the top 3 countries in ASEAN within the next 2-3 years.
Research and apply a specialized legal framework to help the Vietnamese legal system catch up with the development speed of the digital economy, innovation and international integration, especially financial technology, artificial intelligence (AI), platform economy, e-commerce and special economic zones; propose a controlled experimental legal framework for new technology industries; propose a separate legal framework for special economic zones and special technology zones (such as special preferential tax mechanisms, specific mechanisms in resolving trade disputes in special zones...).
Regarding land policy and real estate market, it is necessary to unblock, promote transactions and attract investment capital into the market; promote urban areas to become the driving force of national growth on the basis of completing a high-quality and synchronous infrastructure system; build a national digital map system on planning and land prices; study the establishment of a "National Housing Fund" to develop low-cost housing in large cities. Apply open financial policies to international financial center models; effectively exploit foreign indirect investment; study the formation of a "Duty Free Port" model to turn Vietnam into a major logistics center, develop a "National Investment One-Stop Portal" to increase the attraction of foreign investors to Vietnam; promote the development of science and technology and innovation; thoroughly handle air pollution in Hanoi, Ho Chi Minh City and major cities.
Implement policies to attract talents to work in state agencies, units, and enterprises, and special policies for cadres and civil servants with good performance in their work; at the same time, have a mechanism to remove those who are not qualified and competent from the apparatus. Further concretize the policy of encouraging and protecting cadres who dare to think and dare to do. Continue to perfect the system of state apparatus organization, have mechanisms and increase decentralization and delegation of power to localities. In addition, it is necessary to pay attention to perfecting policies to respond to population aging.
- On the demand side, focus on promoting government investment in the country's strategic and fundamental infrastructure system, in terms of quantity, quality and consistency; promote private investment through creating a favorable, transparent, safe, low-cost investment environment with easy access to credit capital. Promote domestic consumption, only when promoting domestic consumption can help sustainable GDP growth; increase net exports. Promote the export of processed agricultural, forestry and fishery products on the basis of agricultural economic development instead of purely agricultural production; industrialize agriculture; adjust land use policies to facilitate land accumulation; encourage piloting of new forms of cooperation in agriculture. Implement an expansionary fiscal policy; flexible monetary policy, cautious monetary easing...
4. Regarding the management of digital currency: Agree with the proposal of the Central Policy and Strategy Committee on the need to soon manage this currency as a virtual asset to avoid negative impacts on the economy and social issues, while contributing value to the country's economy. The National Assembly and Government agencies need to soon institutionalize and specify the management of this field. Research and apply a controlled pilot mechanism (sandbox) to establish an "Exchange" for this activity.
