People worry about water pollution
In September-October 2023, in the context of the outbreak of African swine fever, along the Do Luong canal section through Yen Thanh district, there was a lot of garbage, especially dead pigs stuck in floating life buoys, giving off a foul smell. The area of dead pigs stuck on the canal stretched from Yen Thanh town through Van Thanh, Lang Thanh, Duc Thanh communes...
It is known that the Do Luong canal system is more than 56 km long, serving irrigation for nearly 30,000 hectares of agricultural land. This canal system also provides domestic water for people in the districts of Do Luong, Yen Thanh, Dien Chau, Quynh Luu and Hoang Mai town.

Faced with this situation, many people in Yen Thanh district are worried about water pollution. Ms. Nguyen Thi Thoa in Bac Thanh commune shared: "The dead pigs have been floating on the river for many days, decomposing and giving off a foul smell, making us very afraid of pollution of drinking and domestic water sources". In some areas of Yen Thanh town, people raising livestock and poultry also do not dare to use tap water, they have switched to using rainwater and some other water sources.
Mr. Hoang Van Minh - Chairman of the Board of Directors of Yen Thanh Water Supply Joint Stock Company said: Yen Thanh Water Plant has a design capacity of 5,000 m3 /day and night, providing clean water to more than 8,000 households in Yen Thanh town and the communes of Tang Thanh, Hoa Thanh, Van Thanh, Xuan Thanh. In addition, the plant also supplies water to the Japanese Garment Factory Industrial Park, Yen Thanh General Hospital... In the face of the recent situation of dead pigs floating on the canal, some households have limited the use of tap water, causing the plant's revenue to decrease significantly. Specifically, in the 2 months of October-November 2023, revenue decreased by 30-40%.

Strengthening solutions to protect water resources
Since October 7, the People's Committee of Yen Thanh district has issued a document to strengthen the handling and prevention of animal carcasses being dumped into the environment. The district requires the People's Committees of communes and towns to monitor and supervise the total livestock herd of each household. If an unexplained decrease in the herd is detected, an inspection must be conducted to determine the cause of the decrease.
In case of non-declaration of disease or improper destruction, make a record of administrative handling of the act of dumping animal carcasses, causing environmental pollution and spreading disease. Mobilize people to organize destruction according to regulations when pigs show signs of illness and death due to disease, and not throw dead pigs into the environment.

The district police direct the police of communes and towns to patrol, inspect, detect and strictly handle cases of transporting pigs of unknown origin; deliberately dumping animal carcasses causing environmental pollution and spreading epidemics according to the provisions of law. In case the locality avoids or fails to strictly handle violations, the chairman of the People's Committee of the commune or town must be responsible to the chairman of the District People's Committee.
Yen Thanh District People's Committee also requested Bac Nghe An Irrigation One Member Co., Ltd. to strengthen propaganda and inspection work. In case of detecting people dumping waste and animal carcasses into the canal system managed by the company, coordinate with local authorities to make a record of the incident and request competent authorities to handle it according to the provisions of law. The district propagates local people to classify waste and properly dispose of household waste, communes collect waste in the right places to facilitate the process of collecting and processing waste.

For Yen Thanh Water Plant, solutions have been implemented to protect water resources. In the near future, 12 signs prohibiting dumping waste will be installed along the nearly 1 km long N8 canal. Water plant workers regularly walk along the canal to check water resources. Yen Thanh Clean Water Plant regularly maintains equipment and machinery systems, as well as ensures technical operations.
Every year, the factory also invests in purchasing chemical testing equipment and chemicals for water sample testing, enhances water quality analysis and assessment activities, and strictly complies with sending input and output water samples to relevant departments for analysis in accordance with regulations and standards. The factory currently has 2 engineers who test and inspect water samples daily, ensuring safety standards and water quality before supplying to the market.

In addition, functional departments such as the Nghe An Center for Disease Control also periodically take water samples to test, inspect, and monitor clean water quality. The Nghe An Department of Standards, Metrology, and Quality periodically inspects factories to ensure compliance with legal regulations on quality measurement standards.

To protect water resources and improve the efficiency of domestic waste treatment, in the coming time, Yen Thanh district is directing localities to continue to propagate to all classes of people to further raise awareness of waste classification at source, and appropriate waste treatment so that recycling and landfill activities can be carried out synchronously and effectively. Strengthen inspection, examination and handling of violations in solid waste management at production and business establishments, market areas and solid waste collection and treatment activities. Do not discharge waste into canals, thereby contributing to improving environmental protection and protecting clean water sources for people.
