After a year of acceleration in 2024, the economy of Hai Lang district has clearly and prominently changed. Hai Lang has a clear direction set out in the Resolution of the District Party Congress for the 2020-2025 term, making reasonable use of its potential and advantages in the journey of transformation.

From being a poor district with a low starting point, Hai Lang has determined to overcome difficulties and has made remarkable changes in the past ten years. From focusing on rice production, Hai Lang has shifted its economic structure towards more diversification, working hard to overcome weaknesses to change. Right in the agricultural sector, Hai Lang has now developed both forestry and aquaculture, closely linked with trade-services, and agricultural industrialization.
Chairman of Hai Lang District People's Committee Le Duc Thinh said that the socio-economic development results in 2024 and the achievements of Hai Lang were thanks to the continuous efforts of the entire political system and the people of the district. It can be said that this is the common cause of victory for any locality if it has the determination to change.
The positive results of Hai Lang district have also been recognized and highly appreciated in Quang Tri province and the whole country. What I feel in Hai Lang during this term is that it always promotes development and innovation. To promote, we must try hard and be determined.
The Resolution of the 17th Quang Tri Provincial Party Congress, term 2020 - 2025, has set a clear goal of striving to make Quang Tri province a province with a high-middle development level in the country by 2025. To do so, each district must have high determination based on its actual situation. And Hai Lang has achieved comprehensive development results in all areas. We can see this transformation through the district's production value growth rate in 2024 reaching 12.3%, higher than the set plan.
In terms of each specific field, Hai Lang also shows a leap in development in the industrial, handicraft and construction sectors with a growth rate of 17.1%. In traditional sectors such as agriculture, Hai Lang also achieved a production value of VND 2,946 billion in 2024, an increase of VND 94 billion, reaching 106.5% of the plan.
Here, the special points worth noting in the development of Hai Lang are investment orientation, growth model innovation, and innovation in thinking and doing. This can be demonstrated by the diversification of production, application of science, technology, and new techniques in creating agricultural products of increasingly high quality.
Hai Lang has a new face, with remarkable development in both economy and society. With the great efforts of the Party Committee, the government and the people, the district has had an average income per capita that has increased more than 130 times compared to 35 years ago. This is a testament to the strong and sustainable development of the district. Contributing to that impressive result is the way Hai Lang has overcome events such as natural disasters or COVID-19.
Despite many challenges, Hai Lang has always achieved and exceeded its economic development plans, making an important contribution to the overall development of the province. In addition, another important area that Hai Lang focuses on is maintaining social stability and ensuring national defense and security.
Hai Lang is also considered a locality that actively creates an open and favorable environment for investment and business. These positive results come from the close direction of the Party Committee, the effective supervision of the People's Council, and the efforts of the entire political system and the people in the district.

In 2024, Quang Tri was one of the localities that adapted and stood firm well, maintained stability and continued to develop. In the general results of the province, the rise of Hai Lang district is an encouraging achievement. Besides the highlight of agriculture, the district has had many positive changes. One of the bright spots is the completion of new rural construction, building a rural economy along with a sustainable rural culture.
With the efforts of the entire political system and the people, Hai Lang has a new look of a rural area of a Central province. From a place with many difficulties and low income, it has now changed with stability from the depth of the economy and society.
In Hai Lang today, rural infrastructure has developed, the new rural construction movement has spread to every house and every village. With 3 communes meeting advanced new rural standards and 15 communes meeting new rural standards, Hai Lang shows a big step forward with the locality's determination in achieving seemingly difficult goals.
The highlights of the new rural construction in Hai Lang include the major upgrade of rural transportation. Anyone who comes here can easily see the transformation, a leap forward compared to 10 or 20 years ago. That is the basis for us to believe in a future that will develop even more, along with good feelings about the land, infrastructure and people here.
Indeed, to achieve this "upgrade", Hai Lang has strived on many fronts, from building infrastructure with a high rate of people's mobilization to maintaining that infrastructure system. In that process, the people play a central and main role in building and developing new rural areas as well as beautifying the face and image of the district. The government and people of Hai Lang have clearly realized that without efforts and determination to make breakthroughs in socio-economics and build infrastructure and culture, they will forever stagnate. Therefore, Hai Lang has set out appropriate development orientations and visions to take steady steps forward.

We can mention the traditional boat racing festival of the district and villages, Tra Loc lagoon festival, fishing festival and traditional wrestling festival of Trung An village, Hai Khe commune, La Vang palanquin festival in Hai Phu... When culture is preserved by the local community, it will be extremely sustainable, that is valuable experience in preserving and promoting the values and identity of the country.
