The inspection needs to thoroughly grasp the spirit of checking extra teaching and learning to grasp the actual situation, to properly implement Circular 29, not to put pressure on schools and teachers.


That is the opinion of Associate Professor, Dr. Tran Xuan Nhi - former Deputy Minister of Education and Training (MOET) on the management of extra teaching and learning according to Circular 29.

Reporter: The Ministry of Education and Training affirms that Circular 29 neither prohibits nor tightens extra teaching and learning activities, but rather specifies the contents in order to better manage extra teaching and learning activities. What is your view on these new regulations?

Assoc. Prof. Dr. Tran Xuan Nhi: Circular 29 on extra teaching and learning officially taking effect has impacted every family with children of school age, especially at a time when important final exams and the first innovative exam under the 2018 General Education Program are approaching, so it is easy to understand why it has received special attention from schools, parents and students. Along with that, the policy of exempting all tuition fees for students from kindergarten to high school in public schools nationwide has made people even more excited, showing a strategic vision for fair education and sustainable development. All people have equal opportunities in accessing the education system.

I fully support the consistent viewpoint of Circular 29, which is to change the mindset from “if you can’t manage it, ban it” to “manage it to ensure quality”. The important new point of Circular 29 is that teachers are not allowed to teach extra classes to primary school students, except in cases of training in arts, physical education, and life skills; are not allowed to teach extra classes to students who have been organized by the school to study 2 sessions/day; extra classes in schools are not allowed to collect money from students and are only for 3 groups; teachers who are teaching at schools are not allowed to teach extra classes outside of school and collect money from their students. These are regulations that “please” the people, which have long been a problem in extra classes when many students voluntarily go to extra classes under duress, not because they have a need or want to go to school.

In order for Circular 29 to truly bring about the expected results, how should the strengthening and supervision be carried out, sir?

This is also what I am concerned about now. During this time, the education sector from central to local levels has been carrying out very strict inspections and checks on extra teaching and learning activities inside and outside of schools. However, after "peak" periods like this, continuing to inspect and monitor these activities is also very necessary so that extra teaching and learning is no longer a real concern for many families. This is not enough for the human resources of the education sector in particular, but requires the joint supervision of the community, along with the drastic participation of functional agencies and local authorities.

I also want to emphasize that it is necessary to thoroughly grasp the spirit of checking extra teaching and learning to grasp the actual situation, to properly implement Circular 29, not to scrutinize and put pressure on schools and teachers. In particular, it is necessary to enhance the role and sense of responsibility of principals to strictly manage from within the school, limiting violations in extra teaching and learning. At the same time, it is necessary to detect, handle and propose appropriate solutions to difficulties and obstacles in the process of implementing Circular 29.
