With the viewpoint that "Human resources are the golden key to success, the human factor is the company's greatest asset", from 2022 to present, the Party Committee, Board of Directors, and General Director of HueWACO have focused on leading and directing comprehensive solutions, promoting personnel work; resolutely and persistently implementing 3 breakthroughs: "Organization, human resources - Administration - Facilities" to bring HueWACO to develop quickly and sustainably, integrating with advanced water supply units in the country and the region.
In each stage, HueWACO identifies goals and solutions with increasing determination and drasticness to ensure the completion of the set strategy. The company strengthens decentralization and delegation of authority in management, assigning the right person to the right job; not missing or duplicating work to promote the strengths of each individual and unit within the collective strength. Improve the capacity of the executive apparatus; each member of the Board of Directors will gradually take responsibility for the management of the entire block under their charge; attach responsibility to the authority of the department head; attach to the spending contract, take primary responsibility for the personnel and salary of the department based on work efficiency.
HueWACO restructured, changed, supplemented, and adjusted the functions and tasks of each department: separated the independent chief accountant function; restructured the organizational structure of departments: merged the Information Technology - Communications Department and the Administration - Management Department - established the Company Office; merged the Network Management Enterprise and the maintenance team, the Electromechanical Enterprise - established the Maintenance Enterprise; arranged and restructured the organization of the Materials - Motorcycle Enterprise and the Construction Enterprise; separated the functions and tasks of the Technical Planning Department - established the Planning - Research and Development Department and the Technical Department.
In 2024, HueWACO appointed, transferred, and rotated nearly 50 positions, including 10 key positions; 20 team/group level managers. Thereby, actively improving the organizational structure, restructuring departments towards streamlining, streamlining, strengthening advisory functions; improving the quality, efficiency, and science of the management and operation apparatus.
In addition, to promote the management and administration, HueWACO has continuously reviewed, revised, supplemented, developed and issued more than 100 regulations, rules and manuals for departments and affiliated units. In particular, the regulations are completed to strengthen the assignment, decentralization and authorization. Clearly define the responsibilities and powers of the executive board and management staff to create initiative to help increase efficiency and streamline the management and administration.
A team of staff "good at one thing, know many things"
In the context of deep integration, improving the quality of human resources is always an urgent requirement for most units. In 2024, HueWACO has implemented many human resource management solutions, diversified training forms to improve the qualifications of staff, workers, and employees, linking training with specific functions and tasks, closely following the characteristics and reality of the Company's production and business activities; Building a team of dynamic managers, "good at one thing, knowing many things"; a team of skilled and professional engineers and workers; aiming to improve the quality of human resources, promote innovation throughout the company, focusing on preparing a solid foundation for a "Breakthrough" in the Company's development strategy to truly "Reach out" after 2030.
The company focuses on implementing regular, continuous and effective training with more than 35 training courses, nearly 1,100 employees participating in training in 2024. Notably, to improve the effectiveness of training, fostering, improving management and governance skills, and developing the next generation of leaders, HueWACO organized an internal training course with the participation of nearly 50 trainees who are key staff and young staff planned for management positions in the company.
By participating in the training course, in addition to the specialized field they are in charge of, the trainees are trained and equipped with additional skills and knowledge through topics related to the Company's production and business activities, helping each trainee to place and see themselves in the overall HueWACO, recognize the strengths that need to be promoted, the limitations to self-train, develop, build a development plan for themselves and orient the staff of the unit they are in charge of; understand and share with colleagues in other departments, promote and further develop the cooperative relationship, connection between departments in the Company. From there, gradually build a team of "both red and professional" staff, good at one thing, know many things, contribute to improving capacity, completing the goals of each affiliated unit in particular and HueWACO in general, creating a good premise in implementing the human resource development strategy, especially in the work of rotating, appointing personnel and developing the next generation of leaders.
Promoting the achieved results, in the period of 2025 - 2027, by 2030, with a vision to 2045, HueWACO will continue to restructure the organizational structure, diversify training forms, improve the quality of human resources, determined to best complete assigned political tasks, meet the expectations of the people of the homeland, and actively contribute to the socio-economic development process of the centrally-run city.
