Mr. Dinh Khac Dinh - Vice President of the Central Committee of the Vietnam Farmers' Union and Mr. Pham Xuan Hong - Head of the Central Organizing Committee of the Council chaired the workshop. Attending the workshop were Mr. Nguyen Huu Mai - former Vice President of the Central Committee of the Vietnam Farmers' Union; representatives of the leaders of the Provincial Party Committee's Mass Mobilization Committee, the Military Command of Quang Nam province; leaders of the Farmers' Unions of provinces and cities in the Central - Central Highlands region.
According to the report presented at the conference, on April 21, 1961, the Farmers' Association for the Liberation of Central Highlands - Central Vietnam (also known as the Farmers' Association for the Liberation of Zone V) was established in the Do Xa, Nuoc Oa, Tra Tan, Tra My, Quang Nam war zones (now Tra Tan commune, Bac Tra My district) with more than 20 cadres, led by comrade Vo Chi Cong - Secretary of the Zone Party Committee.
After its establishment, the Farmers' Association for Liberation of Zone V declared its approval of the content of the Declaration and the 10-point Action Program of the National Front for the Liberation of South Vietnam. The Association also emphasized the responsibilities and rights of farmers in the cause of resistance against the US to save the country and believed in the final victory of the resistance.
The report also stated that the Farmers' Association for Liberation of Zone V was formed and consolidated at four levels: Zone, Province, District and Commune. Through the Farmers' Uprising Movement, the association rapidly developed in quantity and quality and became the core on the revolutionary fronts with more than 1,000 cadres and employees. The association had a Party cell and a Youth Union organization. By 1975, the association had completed its mission and was dissolved.
At the workshop, 12 presentations and comments focused on clarifying 5 groups of issues related to the proposal to confer the title of Hero of the Armed Forces during the resistance war, including: Outstanding achievements in the resistance war against the US to save the country from April 1961 to May 1975; solutions and measures to achieve achievements; implementation of the Party's guidelines and policies, the State's policies and laws; issues of caring for the lives of cadres and employees; Party building work and mass organizations.
The delegates all agreed and wished that the authorities would consider awarding the title of Hero of the People's Armed Forces to the Farmers' Association for Liberation of Zone V.
