This is the 6th time the Prime Minister's dialogue with farmers has been held.
The conference was attended directly by 300 delegates, including leaders of ministries, departments, branches of the Central Government and localities; many experts, scientists; organizations, enterprises, cooperatives and especially a large number of farmers representing tens of millions of households from many provinces and cities across the country. The conference was connected online to the bridge in 63 provinces and cities with 4,500 delegates.
At the Hanoi end, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen chaired the meeting, with the participation of leaders of the City People's Council, the People's Mobilization Committee, the City Party Committee's Propaganda Department, departments, branches, associations, unions, typical farmers and cooperatives...
Concerns about mechanisms and policies
Opening the dialogue session, Chairwoman of the Board of Directors and Director of the An Hoa Commune Agricultural Production and Service Cooperative (Vinh Bao District, Hai Phong City) Hoang Thi Gai expressed: the recent storm No. 3 (Yagi) has caused huge damage to the agricultural sector, many farmers suffered billions of dong in losses. Although the Government has had policies to support agricultural production after natural disasters and epidemics, they are no longer suitable for the current reality.
“What instructions has the Government given and will the Government give to commercial banks to extend and postpone old loans, and at the same time provide new loans so that farmers can promptly restore production? In addition, what policies does the Government have to remove difficulties for farmers in accessing agricultural insurance services?” – Ms. Hoang Thi Gai said.
Concerned about the issue of building concentrated raw material areas, Chairman of the Board of Directors, Director of Tam Dao Mushroom Cooperative (Tam Dao District, Vinh Phuc) Nguyen Quoc Huy proposed that in the coming time, the Government needs to have mechanisms and policies to encourage the construction of more concentrated raw material areas for other products such as shrimp, pangasius, medicinal herbs, silk mulberry... Especially preferential policies to encourage businesses to invest in building modern agricultural processing factories associated with concentrated raw material areas?
Commenting on the limited investment level in agriculture, agricultural expert Hoang Trong Thuy recommended that the Government should double the investment level in agriculture in the coming period from 2020 to 2024. This investment level should prioritize the development of technology in modern production and ensure a green environment for sustainable development. According to expert Hoang Trong Thuy, from the lessons of many years of success in the agricultural sector, businesses and cooperatives need a sustainable agricultural ecosystem to match the general development of the world.
Regarding the issue of deep processing, Director of Bich Thao Coffee Cooperative, Hua La Commune (Son La City) Nguyen Xuan Thao shared: currently, most of Vietnam's agricultural products are exported mainly in raw form, or only through preliminary processing, without deeply processed products or brands, so the value is not high.
So, what solutions and policies does the Government have to synchronously upgrade Vietnamese agricultural products, especially focusing on building large agricultural brands with Vietnamese brands, aiming for the export target of 100 billion USD in the future? Mr. Thao also hopes that the Government will have policies to support farmers in investing in equipment to upgrade the processing system of Vietnamese agricultural products according to the value chain and focus on deep processing, increase income, and increase the value of agricultural products for farmers.
Expressing his concerns at the dialogue session, Chairman of the Board of Directors and General Director of ThaiBinhSeed Group Corporation Tran Manh Bao said that currently, the policy mechanism has not encouraged and attracted enterprises to invest in agriculture. Meanwhile, to build an agricultural processing project, it takes a lot of time, effort, procedures and stages to start the project. He suggested that in the coming time, the Prime Minister will issue more mechanisms and policies to attract enterprises to invest in agriculture.
Accompanying farmers, promptly removing difficulties and obstacles
Responding to farmers' questions, State Bank Governor Dao Minh Tu said: According to our preliminary assessment, after the storm, up to 126,000 customers were affected, with total outstanding debt of up to VND 192,000 billion. After receiving instructions from the Prime Minister, the State Bank (SBV) immediately took action. After 2 days of the storm, we directed credit institutions to take measures to defer, extend, and postpone debts for farmers and businesses affected and damaged after the storm.
Recently, the State Bank of Vietnam issued Circular 53/2024/TT-NHNN regulating the restructuring of debt repayment terms by credit institutions and foreign bank branches for customers facing difficulties due to the impact and damage caused by storm No. 3 (storm Yagi)... which has been issued and promptly helped people overcome immediate difficulties.

The 2024 Prime Minister's Dialogue with Farmers takes place at an important time, when our country is fully preparing for opportunities and favorable conditions to enter a new era, an era of national development. At the same time, it creates a basis for summarizing results, thereby making forecasts, assessments, and building policies and strategies for agricultural, farmer, and rural development in the coming period, especially in the context that localities are preparing for Party Congresses at all levels, towards the 14th National Congress of the Communist Party of Vietnam (term 2026-2031).
In addition to the general policy, there are also specific policies such as capital support for people to restore and reproduce. With these policies, farmers who have suffered heavy losses can rest assured to restore production. According to the new policy, people will be able to borrow 2-3 times more capital without having to mortgage assets like in large programs; at the same time, they will enjoy preferential policies and agricultural and rural insurance.
Responding to farmers' concerns, Minister of Agriculture and Rural Development Le Minh Hoan emphasized that farmers need to understand that in reality, not only does each commune have only one cooperative, but a commune can have many cooperatives; a cooperative can be in many communes. Because the scale of cooperatives is so large, the scale of inter-commune cooperatives is so large, the conditions for developing cooperatives and developing crops and livestock are very large. Therefore, the Ministry of Agriculture and Rural Development recommends that when planning production and developing cooperatives, localities need to pay special attention to specializing the chain of cooperatives, communes, provinces, and regions instead of the previous practice of communes calculating for communes, provinces calculating for provinces, which limits the development space of cooperatives and the industry.
Regarding the mechanism and policies to encourage the construction of more concentrated raw material areas, Minister of Agriculture and Rural Development Le Minh Hoan said that the Ministry is developing evaluation criteria to build raw material areas along with improving management capacity, agricultural extension, agriculture, industry and trade for sustainable development.
Affirming that planning is a fundamental issue, directly related to the production of enterprises, cooperatives, and farmers, Minister of Natural Resources and Environment Do Duc Duy informed: The 2024 Land Law has important new points to remove "bottlenecks" in the concentration and accumulation of agricultural land to organize agricultural production. The concentration of agricultural land is carried out through 3 methods: converting agricultural land use rights according to the land consolidation and plot exchange plan; leasing land use rights; and cooperating in production and business with land use rights.
The law has expanded the limit for individuals to receive the transfer of agricultural land use rights to no more than 15 times the land allocation limit. The law also adds a provision that individuals who are not directly involved in agricultural production are allowed to receive the transfer of rice land use rights within the land allocation limit. In case the limit is exceeded, they must establish an economic organization, have a plan for using rice land and must be approved by the district-level People's Committee.
Thereby, helping organizations and individuals to concentrate and accumulate agricultural land to overcome fragmentation, create conditions to attract investment, apply mechanization and high technology to agricultural production, produce safe, high-quality agricultural products, and protect the environment...
Minister of Information and Communications Nguyen Manh Hung: Digital transformation helps farmers become entrepreneurs
Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo requires the development of a smart program in agriculture; a digital learning platform, digital skills for farmers, or in other words, "digitalizing" farmers. With the content of consulting farmers through a virtual assistant, a Q&A app; building e-commerce platforms, convenient traceability platforms to help farmers confirm the products they make. In particular, the resolution allocates up to 3% of the annual State budget for scientific and technological innovation, innovation, and digital transformation. The resolution also requires assistance for people to do business to become enterprises more easily.
