On the afternoon of February 6, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired a national online conference to review the activities of the National Committee on Digital Transformation and Project 06 in 2024, and key directions and tasks in 2025. Co-chairing the conference were Permanent Deputy Prime Minister Nguyen Hoa Binh; Minister of Information and Communications Nguyen Manh Hung; Lieutenant General Nguyen Van Long - Deputy Minister of Public Security. The conference was held online to provinces and centrally run cities nationwide.

In 2024, the national digital transformation situation achieved many outstanding results. The e-Government development ranking was significantly improved. Vietnam rose to 71st place out of 193 countries in the United Nations e-Government rankings (announced in September 2024), up 15 places compared to 2022. This is the first time Vietnam has been ranked in the group of countries with an e-Government Development Index (EGDI) at the "Very High" level. Many amended and promulgated legal documents have promptly resolved many long-standing institutional bottlenecks and created new space and development momentum for the economy.
In addition, digital infrastructure continues to be expanded and developed. For the first time in 15 years, Vietnam successfully auctioned frequencies, helping to add 300 MHz for 5G to improve the quality of mobile broadband; mobile information quality increased, mobile broadband download speed reached 86.96 Mbps, increasing 14 national rankings (to 37/110 countries); fixed broadband download speed reached 159.32 Mbps, increasing 7 national rankings (to 35/154 countries). The rate of households with fiber optic internet reached 82.4%, exceeding the target by 2025 of 80%.
Digital data and digital platforms continue to be built and developed with 04 more national databases established, bringing the total to 10 national databases. Ministries, branches and localities established 678 more databases, an increase of 30%, bringing the total number of databases to 2,990.
Regarding digital government, the rate of online records nationwide reached 45%, 2.5 times higher than in 2023. The National Public Service Portal continued to be effective with 4,475 integrated procedures (70.8% of total administrative procedures).
Regarding the digital economy, the proportion of the digital economy in 2024 is estimated to reach 18.3% of GDP, with a growth rate exceeding 20%/year, 3 times higher than the GDP growth rate, the fastest in Southeast Asia. Retail e-commerce revenue reached 25 billion USD, an increase of about 20%. Vietnam is in the Top 10 countries with the fastest e-commerce growth rate in the world. The annual growth rate of non-cash payments increased by more than 50%, leading Southeast Asia.
Regarding digital society, Vietnam has become one of the few countries with a high number of domestic digital platform users. The access rate of domestic digital platforms compared to foreign digital platforms exceeds 20%, reaching 25.25%, an increase of 5.62% compared to 2023. Many domestic digital platforms in the fields of banking, social networks, television, media, etc. are increasingly loved by users and chosen to replace foreign digital platforms.
Digital signature certificates issued to adults in 2024 will reach 12.5 million, an increase of 58.61% compared to 2023, raising the proportion of adults with digital signatures to 25%.
The number of activated VNeID accounts is over 55.25 million, exceeding the target of 40 million user accounts in Project 06/CP; 90% of people participating in insurance have electronic health books; 100% of students have digital learning records; 100% of hospitals, public health centers, and higher education institutions implement cashless payments.

Implementing Project 06, up to now, 100% of agencies and units have upgraded and completed the Administrative Procedures (TTHC) settlement information system, of which 63/63 localities and 17/21 ministries and branches have completed connecting the Electronic Data Management Warehouse of organizations and individuals on the TTHC settlement information system at the ministry and provincial levels with the Electronic Data Management Warehouse of organizations and individuals on the Portal for handling administrative procedures and providing public services; 100% of ministries, branches and localities have deployed the conversion solution to use VNeID as the only account in performing administrative procedures and providing online public services. As of December 10, 2024, the rate of digitization of records and results of handling administrative procedures at the local level reached 67.06% (an increase of 24% compared to December 2023); at ministries and branches reached 60.98% (an increase of 31% compared to December 2023). To date, 18 ministries, branches and 1 state-owned enterprise (EVN), 3 telecommunications enterprises and 63 localities have completed the connection and data sharing between the National Population Database and the Administrative Procedures Handling Information System. Over 1.8 billion requests for information lookup and authentication have been received to serve the handling of administrative procedures and data cleaning, saving costs for carrying out verification procedures, copying records and identification papers, with an amount of over 600 billion VND for ministries, branches and localities... The conference discussed, analyzed and objectively assessed the existing problems, limitations, weaknesses, obstacles, barriers, "bottlenecks", especially in terms of institutions, mechanisms and policies; clearly pointed out the contents that are behind schedule, identified the causes, and drew lessons learned. At the same time, share good experiences, valuable lessons, creative ways of leadership, direction, organization and implementation, and clearly identify key tasks and breakthrough solutions in the coming time.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized the attention of Party and State leaders to digital transformation. At the same time, on behalf of the Government leaders, he commended the efforts, endeavors and achievements of ministries, branches and localities; the drastic direction of members of the National Committee and the Steering Committee of Project 06 with the core role of the people's public security force; the consensus, support and active participation of people and businesses.
In the coming time, the Prime Minister requested ministries, branches, localities and agencies to closely follow Resolution No. 57-NQ/TW of the Politburo and the key tasks and solutions in the Government's Action Program. Digital transformation must be closely linked to the implementation of the "revolution" in streamlining the apparatus and improving the quality of civil servants and public employees. At the same time, digital transformation must be nationwide, comprehensive, and comprehensive, at all levels and sectors, in line with world trends and meeting people's requirements, with people and businesses as the center and subject.
In addition, the Prime Minister pointed out the shortcomings and limitations that need to be focused on overcoming and improving, such as: Digital economy and digital infrastructure development are not commensurate with the potential and economic growth rate. Cyber security and information security in many places have not received due attention. Cutting and simplifying administrative procedures is still slow. The quality of online public service provision is not high. Human resources for digital transformation, Project 06 have not yet met the needs in terms of quantity, quality, and uneven distribution...
