Also attending the conference were Minister Nguyen Hong Dien; Deputy Minister Truong Thanh Hoai and representatives of leaders of ministries, branches, central agencies; leaders of provinces and centrally-run cities; representatives of consulting and supervising units, construction contractors, and forces participating in the 500 kV power transmission line project, circuit 3.
The conference was held directly at the Vietnam Electricity Group (Hanoi) bridge, online to the bridge of 9 provinces and cities where the line passes through (Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh) and the bridge of 63 power companies nationwide. The conference aimed to review and evaluate the entire investment and construction process of the 500 kV line project from circuit 3 Quang Trach (Quang Binh) to Pho Noi (Hung Yen), the outstanding results achieved, and valuable lessons learned. From there, continue to determine the direction and specific solutions to better implement the investment and construction of other key projects in the coming time, especially projects assigned according to the Power Plan VIII.
Miracle in construction of 500 kV line 3 project
Reporting at the Conference, the Chairman of the Board of Members of Vietnam Electricity Group (EVN) said that the 500 kV line 3 project has a total length of 519 km, 1,177 pole locations, passing through 09 provinces/cities with a total investment of more than 22,300 billion VND. These are power transmission projects that play a particularly important role in improving the stable reserve on the North-Central interface, supplementing capacity from the North Central region to the Northern region, reducing the load on existing 500 kV lines to ensure the N-1 criteria.
Since the beginning of the investment and construction, the 500 kV line project, circuit 3, Quang Trach - Pho Noi has received the strong and regular attention and direction of the entire political system, especially the direction and management of the Government and Prime Minister Pham Minh Chinh himself. With new thinking, methods and approaches compared to previous methods, the project implementation time has been significantly shortened, meeting the requirements of project completion progress as directed by the Prime Minister. Under the strong direction of the Government, the Prime Minister, the attention and support of ministries, localities and people, EVN/EVNNPT has made efforts to complete the construction, energize and inaugurate the project after more than 6 months on the occasion of the 79th anniversary of the August Revolution and National Day September 2nd according to the assigned schedule. This is an outstanding achievement that has been commended by the Prime Minister.
To complete the work items on schedule as directed by the Prime Minister, EVN/EVNNPT and the Project Management Boards coordinated with contractors to mobilize human resources and construction machinery to immediately implement the construction according to the Prime Minister's direction with the motto "4 on-site", "3 shifts, 4 crews", "overcome the sun, overcome the rain", "only work, no retreat", "work through holidays, Tet, and days off". At peak times, the construction site mobilized up to more than 12,000 people, double the contractor's capacity. Of which, more than 1,000 officers and soldiers of Military Region 4 supported the transportation of materials and equipment, and pulled wires at difficult construction locations. More than 6,200 union members and officers from many enterprises such as Viettel, PVN, and VNPT participated. At the same time, more than 3,000 highly skilled workers, engineers and laborers from units under the Vietnam Electricity Group were mobilized to support the contractor in erecting poles and pulling wires.
As a result, after more than 6 months of construction, the Project was energized on August 27, 2024 and inaugurated on August 29, 2024. Thus, to date, the Vietnam Electricity industry has completed the construction and put into operation 4 circuits of 500 kV transmission lines from North to South with each line length of more than 1,500 km. Of which, the 500 kV North-South line, circuit 1, was energized on May 27, 1994, followed by the 500 kV line, circuit 2, which was put into operation on September 23, 2005 and on August 27, 2024, the final sections of the two circuits of the 500 kV line, circuit 3, have been completed and put into operation.
Promoting the role of management agencies and many lessons learned when implementing key projects
Speaking at the Conference on the Summary of the 500 kV line circuit 3, on behalf of the leaders of the Ministry of Industry and Trade, Deputy Minister Truong Thanh Hoai affirmed that, recognizing the importance of the Project, as the Ministry of specialized management of the electricity sector and the Standing Agency of the State Steering Committee for important national programs, works and projects, the key energy sector, the Ministry of Industry and Trade has actively and proactively coordinated with relevant ministries and branches along with the entire political system of 9 provinces and cities where the line passes through to urgently take action to direct, operate, urge and support the Vietnam Electricity Group (EVN), the National Power Transmission Corporation (EVNNPT) and contractors and construction units to overcome difficulties and challenges in terms of space, time and disadvantages in terms of terrain and weather to speed up construction and complete the Project with the highest efforts and determination, "only discuss doing, no backtracking" to ensure the assigned progress, specifically:
Firstly, the Ministry has proactively advised the Prime Minister to closely and resolutely direct relevant ministries, branches and EVN/EVNNPT to deploy tasks and solutions to speed up construction progress, soon complete the Project, contributing to ensuring national energy security, providing enough electricity to serve socio-economic development and people's lives.
Second, direct the functional units of the Ministry to speed up the progress of reviewing and submitting for approval the technical designs of the component projects; at the same time, regularly inspect, supervise and urge the construction progress in localities to promptly grasp difficulties and problems, report and advise competent authorities for direction and resolution.
Third , right from the beginning of the Project implementation, the leaders of the Ministry of Industry and Trade, directly Minister Nguyen Hong Dien in his role as Deputy Head of the Standing Committee of the State Steering Committee for important national programs, works and projects, key to the energy sector, have periodically (every 2 weeks) organized meetings with relevant ministries, branches, localities and investors to review the progress of the Project implementation; promptly detected and handled difficulties and problems arising within their authority (or advised, proposed and recommended to the Government and the Prime Minister to direct the removal of issues beyond their authority), contributing significantly to promoting the progress of the Project implementation.
Fourth, proactively coordinate closely with the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment and relevant ministries and branches to advise the Prime Minister to amend and supplement a number of legal documents (such as promulgating Decree 27/2024/ND-CP and Decree 91/2024/ND-CP amending and supplementing a number of articles of Decree No. 156/2018/ND-CP), helping investors and localities promptly remove obstacles in procedures for converting forest land use purposes and temporarily using forest land for construction camps and temporary roads, meeting the site clearance schedule and serving the construction of project items.
Fifth, to ensure the progress of importing and transporting materials and equipment for construction, the Minister of Industry and Trade has directly communicated and issued many documents requesting foreign partners (such as China, Russia, India, etc.) to support in speeding up the implementation of related procedures; at the same time, directing the Commercial Counselors in some countries to work directly with local authorities to support in removing difficulties in importing and transporting equipment and materials, handing them over to construction units on schedule and with quality.
In addition, the Minister and leaders of the Ministry have proactively inspected and urged the construction progress and participated in the working delegations of the Prime Minister and Deputy Prime Ministers to inspect the construction site; at the same time, directed to do a good job of communicating about the important role and significance of the Project, creating consensus and strong support from the people in the Project Area and the whole society.
It can be affirmed that after more than 6 months of construction, with the direct, close and drastic direction of the Government and the Prime Minister; the timely and effective participation of the central ministries, branches and localities; the support of the people; especially the outstanding efforts of the Investor and the construction units, the 500 kV line project, circuit 3, has been completed and successfully energized. This is considered a "miracle" in the investment and construction of transmission grid projects; demonstrating the aspiration, courage, intelligence and will to be self-reliant, self-reliant, and the strong determination to rise up of the Vietnamese people with the spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible".
From the practical experience of directing and implementing the 500 kV line project, circuit 3, with "lightning-fast" progress, the Ministry of Industry and Trade has drawn some valuable lessons in directing, operating and coordinating to remove difficulties when implementing large projects and works to apply and promote in the investment and construction of key national projects in the coming time:
Firstly , it is necessary to clearly define the goals, assign tasks, clearly assign people, clearly define work, clearly define responsibilities, clearly define results and completion time, thereby focusing on directing and operating closely, resolutely with high determination, great effort, with focus and key points to achieve the set goals.
Second, promote the combined strength and great national unity; mobilize the entire political system from Party committees, authorities, the Fatherland Front, mass organizations, military forces, and police at both the central and local levels to participate synchronously and responsibly with the spirit of "unanimity from top to bottom, and transparency across the board"; especially mobilize the active participation of the business community and the local people according to the "4 on-site" motto, contributing to both creating more resources for the implementation of the Project and creating jobs and livelihoods for local people and businesses.
Third, there is timely and effective coordination of ministries, branches and localities (according to assigned functions and tasks); the initiative, creativity and outstanding efforts of EVN, EVNNPT and management and construction units together with the close and effective cooperation of corporations, state-owned enterprises and private enterprises at both central and local levels in the spirit of "sharing, working together, enjoying together, winning together and developing together".
Fourth, promptly and closely implement the inspection and supervision work of functional agencies and the Investor, ensuring the construction progress and quality of the project; at the same time, maintain regular weekly and monthly meetings between ministries, functional branches and localities with the Investor and contractors, construction units during the implementation of the Project to flexibly manage, promptly handle and resolve difficulties and problems arising (including mechanisms, policies and laws), contributing to accelerating the progress of the Project.
Fifth, launch and carry out emulation and reward work well, at the same time promote communication work, create a spirit of determination and high consensus among relevant agencies, units and the whole society, helping the site clearance and construction work to be deployed quickly and smoothly, contributing to bringing the Project back on schedule.
Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged, commended, highly appreciated and expressed his joy and emotion at the growth and maturity of EVN and the entire electricity sector in 2024. At the same time, in the coming time, the Prime Minister requested EVN and agencies, units and localities to continue to do well the remaining tasks such as environmental restoration, settlement, taking care of the lives of affected people, and commendation work. The Prime Minister requested EVN and the electricity sector to continue to promote the spirit of self-reliance, self-strengthening, courage, resilience, flexibility, creativity and innovation; promote the strength of the electricity sector and the combined strength of the entire political system to ensure the stages of power source, power transmission, electricity distribution, efficient use of electricity, electricity prices suitable for businesses and people; promote links with other businesses, mobilize the strength of people and society; promptly remove difficulties and obstacles in institutions, mechanisms and policies to mobilize resources.
In particular, the Prime Minister noted that the electricity sector and EVN should promote the application of science and technology, innovation, especially artificial intelligence, cloud computing, and the Internet of Things in the electricity sector, and first of all, build a database soon. Along with that, continue to enhance the role and position, promote cultural values, resilience, and the image of electricians in the hearts of the people. Continue to prevent corruption, waste, and negativity. Implement good policies for cadres, civil servants, public employees, workers, and laborers, including specific policies but need to be harmonious and reasonable with other sectors and fields.
