On the morning of December 17, the Provincial People's Committee held a conference to listen to the Report on the Plan for the preservation, restoration and rehabilitation of the Hoa Lu Ancient Capital, Ninh Binh Province by 2030, with a vision to 2050. Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the conference.
Attending the conference were leaders of the departments: Culture and Sports, Planning and Investment, Finance, Tourism, Agriculture and Rural Development, Transport, Natural Resources and Environment, Construction, Home Affairs, Education and Training; Office of the Provincial People's Committee; Provincial Historical Science Association; leaders of the People's Committee of Ninh Binh city, Hoa Lu, Gia Vien, Nho Quan districts and representatives of the consulting unit.
At the conference, delegates listened to the consulting unit report on the Plan for the preservation, restoration and rehabilitation of the Hoa Lu Ancient Capital National Special Relic, Ninh Binh Province until 2030, with a vision to 2050, phase 2 on strategic orientation and spatial development, focusing on 3 topics: orientation for sustainable preservation of the Hoa Lu Ancient Capital heritage with 12 contents; on economic development of the heritage; functional zoning and spatial development.

Accordingly, the orientation for sustainable development of Hoa Lu Ancient Capital by 2030, with a vision to 2050, includes the following contents: Orientation for growth limits of conservation and development space; orientation for urban and rural population distribution; determining the relationship between relic conservation space and new construction; orientation for conservation and development of heritage space; orientation for development of tourism space; orientation for development of central space, key areas; orientation for development of traffic space; orientation for development of green space, water surface; orientation for development of open space, community space; orientation for development of residential space; orientation for development of technical infrastructure space; orientation for development of service and utility space; orientation for development of job creation space; orientation for development of ecological and environmental space; orientation for development of aesthetic and style space.
The 12 ideas in functional zoning and space development proposed by the consulting unit include: reviving the ancient capital of Hoa Lu with a cultural, civilized and cultural appearance; urban development strategy for the ancient capital - Ninh Binh heritage; strategic model for sustainable conservation of the ancient capital of Hoa Lu; structure of the central heritage urban area - Hoa Lu ancient capital; historical urban area, recreating traditional spaces...
The zones are established and organized on the basis of transforming functional spaces and existing landscapes, interspersing specialized areas according to heritage characteristics, new development areas, interactive development areas, economic and social infrastructure systems, cultural and tourism infrastructure, traffic infrastructure, and technical infrastructure.
In which, thematic functions on heritage, cultural functions, indoor museums, open museums, outdoor museums, libraries, performance areas, festival performances, in-depth research, tourism services, commerce, finance, and heritage communities play a key role.
For heritage economy, brands and product systems include contents on practical foundations of heritage conservation and economic development; paradoxes in tourism development; efficiency of heritage economy and cultural industry; cultural tourism trends and advantages over other types of tourism; heritage conservation and local economic development...
Speaking to contribute ideas to the Planning proposal, delegates assessed that the Planning has many new points, a broad vision, and is worthy of being a long-term planning project.
The opinions focused on the following issues: in planning, it is necessary to pay attention to factors related to tangible and intangible culture; it is necessary to have more opinions from experts and scholars to evaluate and supplement; regarding heritage economics, carefully study world trends to determine cultural tourism trends and advantages for other types of tourism and heritage conservation, and local economic development.
In particular, planning needs to have a vision, unify plans, avoid conflicts during implementation; determine priorities in planning to adjust related issues; regarding the orientation of functional zoning space, it is recommended that the consulting unit review to avoid overlapping with regional and district planning that localities are building; the consulting unit needs to pay attention to research to restore and recreate cultural spaces to ensure full reflection of historical periods; invest heavily in archaeological work...
After listening to the comments of representatives of departments, localities, and the Historical Science Association, the representative of the consulting unit discussed and clarified the contents raised by the delegates.

Concluding the conference, Mr. Tong Quang Thin, Standing Vice Chairman of the Provincial People's Committee, emphasized the special importance of the Plan for preservation, restoration and rehabilitation of the Hoa Lu Ancient Capital National Special Relic in the provincial planning and general urban planning of Ninh Binh and the orientation of building a millennium heritage urban area, developing cultural industry, aiming to become an event organization center of the province and the country.
He also noted the conflict between development and conservation. Therefore, it is necessary to have a unified viewpoint in preserving, embellishing and promoting the Hoa Lu Ancient Capital National Special Monument, which is the basis for Ninh Binh to move towards building a Millennium Heritage City, basically meeting the criteria of a centrally-run city by 2030 and becoming a centrally-run city by 2035.
The Standing Vice Chairman of the Provincial People's Committee agreed in principle with the contents mentioned by the consulting unit. At the same time, he requested the consulting unit to respect the approved plans, continue to coordinate with departments, branches and localities to complete the Report on the planning plan for the preservation, restoration and rehabilitation of the Hoa Lu Ancient Capital Special National Monument in Ninh Binh province until 2030, with a vision to 2050.
