The 16th Conference of the Provincial Party Executive Committee, term XIX, 2020-2025

On October 18 , 2023 , the Provincial Party Executive Committee, term XIX, 2020 - 2025, held its 16th Conference . Comrades: Tran Hong Minh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Trieu Dinh Le, Standing Deputy Secretary of the Provincial Party Committee , Chairman of the Provincial People's Council ; Hoang Xuan Anh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee co-chaired the Conference .

Attending the Conference were members of the Provincial Party Executive Committee ; leaders of the Central Party Building Committees; Heads of Departments, Branches; Chairmen of People's Committees of districts and cities.

Conference Delegates

The conference carried out the process of adding members to the Executive Committee and Standing Committee of the Provincial Party Committee for the 2020-2025 term ; took a vote of confidence for the positions of Secretary of the Provincial Party Committee, Deputy Secretary of the Provincial Party Committee, and member of the Standing Committee of the Provincial Party Committee for the 2020-2025 term ( 2023). Evaluated the results of the first 9 months of the year, agreed on the direction and tasks of the Provincial Party Committee for the last 3 months of 2023; gave opinions on the draft Socio-Economic Development Plan for 2024.

In the first 9 months of the year, the Provincial Party Committee has closely followed the work program and plan, focused on leading and directing all levels, branches, localities and units to implement the goals, tasks and solutions for socio-economic development in 2023. Up to now, some indicators and fields have basically grown well compared to the plan and increased compared to the same period in 2022. Total grain output reached 293,217 thousand tons, equal to 98.6% of the plan; Forest inspection, care and protection work has been maintained regularly; the whole province has newly planted 237.88 hectares of forest, reaching 32.9% of the plan . There are 17 communes meeting 19 new rural criteria ; the whole province has met 10.9 criteria /commune on average ; 349 households have moved livestock out from under the floors of their houses. Industrial production value reached 4,426.5 billion VND, equal to 100.21% over the same period last year, equal to 66% of the plan; total retail sales of goods and services reached 7,786 billion VND, reaching 84.28% of the plan; total import and export turnover of goods through the province reached 498.902 million USD, equal to 78% of the plan; passenger transport revenue increased by 81.38%; 91 new enterprises were established, with registered capital of 992 billion VND; 5 projects were approved for investment policy, with total registered capital of over 846 billion VND... Total state budget revenue in the province reached 1,438.674 billion VND, equal to 61% of the estimate assigned by the Central Government, reaching 51% of the plan. The number of tourists to Cao Bang increased by 88.3%, tourism revenue reached 1,027 billion VND, equal to 255.2% compared to the same period last year; many large-scale cultural events were successfully organized.

Continue to review the need to adjust the general planning of urban areas, planning of wards and functional areas of Cao Bang city; develop plans to implement urban development programs, urban development areas, and announce a list of urban development projects to attract investment; Develop the Housing Development Program of Cao Bang province for the period 2021-2030, with a vision to 2045. Urge to accelerate the disbursement of capital to support the elimination of temporary and dilapidated houses in 2023. Direct the implementation of the Construction Materials Development Plan of Cao Bang province for the period 2021-2030, with a vision to 2050. Focus on accelerating the completion of tasks related to the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway Project, striving to organize the groundbreaking ceremony on the occasion of the 79th anniversary of the founding of the Vietnam People's Army (December 22, 1944 - December 22, 2023).

Party foreign affairs, government diplomacy, and people-to-people diplomacy activities continue to be expanded, strengthened, and deepened. Party building and the political system continue to be focused on; anti-corruption work is promoted. Activities of the government, the Vietnam Fatherland Front, and socio-political organizations have many innovations, better meeting the requirements of tasks. Attention is paid to organization, cadres, and development of new party members. In the first 9 months of 2023, the whole province admitted 1,023 new party members, bringing the total number of party members in the entire provincial Party Committee to 61,329.

The cultural and social fields are given attention and direction; social security is ensured. Ethnic and religious work is effectively implemented, completing the goal of eliminating the activities of the illegal organization Duong Van Minh. The national defense posture associated with the people's security posture is strengthened and consolidated; firmly protecting the national border sovereignty; political security is stable, social order and safety are ensured...

Discussing at the Conference, delegates analyzed and clarified the advantages, results and achievements; frankly pointed out the objective and subjective causes of limitations, weaknesses and shortcomings. Discussed solutions to promote disbursement of public investment capital, increase budget revenue and prepare for the groundbreaking ceremony of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) Expressway project... At the same time, proposed and recommended key tasks and main solutions that need to be focused on leading, directing and organizing implementation in the last 3 months of 2023 and gave opinions on the draft Socio-Economic Development Plan for 2024.

Chairman of the Provincial People's Committee Hoang Xuan Anh awarded Certificates of Merit to collectives with outstanding achievements in implementing Resolution No. 33-NQ/TW and Resolution No. 29-NQ/TW of the Politburo.

The conference reviewed 5 years of implementing Resolution No. 33-NQ/TW dated September 28, 2018 of the Politburo on the National Border Protection Strategy; Resolution No. 29-NQ/TW dated July 25, 2018 of the Politburo on the Strategy for protecting the Fatherland in cyberspace.

After 5 years of implementing Resolution No. 33-NQ/TW and Resolution No. 29-NQ/TW of the Politburo, the awareness of all levels, sectors and armed forces in the province on the National Border Protection Strategy and the Strategy for protecting the Fatherland in cyberspace has had new changes. Coordination between forces has become increasingly close; incidents occurring on the border have been flexibly and effectively handled; resolutely protecting the ideological foundation, fighting and refuting wrong and hostile views in cyberspace; contributing to building an increasingly solid provincial defense zone and Military Region; firmly protecting national border sovereignty, maintaining political security - social order and safety, border security and cyberspace; creating a peaceful, stable and favorable environment for economic, cultural and social development.

At the Conference, 8 collectives were awarded Certificates of Merit by the Provincial People's Committee for their outstanding achievements in implementing Resolution No. 33-NQ/TW dated September 28, 2018 and Resolution No. 29-NQ/TW dated July 25, 2018 of the Politburo.

Concluding the Conference , Provincial Party Secretary Tran Hong Minh emphasized: Party committees at all levels, authorities and the political system of the province, especially individual leaders, must focus highly, make maximum efforts to create stronger changes in leadership, direction, administration and organization of implementation; must have higher determination, more drastic, closer and more specific. Focus on leading and closely directing the implementation of low-achievement targets, strive to complete and exceed the targets and tasks set for 2023. Proactively deploy plans to prevent and combat floods and storms, and mitigate natural disasters; strengthen inspection, guidance and urging the implementation of the National Target Program on New Rural Construction and programs and projects on agricultural and forestry development; actively propagate, mobilize and support people to remove livestock from under the floors of their houses. Effectively implement solutions to remove difficulties for industrial production; promote recovery, development, and expansion of trade and service activities. Direct the completion of tasks related to the provincial planning for the period 2020 - 2030, with a vision to 2050. Resolutely and synchronously implement solutions on budget collection in the area; accelerate the implementation of public investment plans and disbursement of capital for basic construction associated with the responsibility of the head, absolutely not allowing corruption, negativity, and waste of resources.

Continue to promote the implementation of tasks and solutions on administrative reform, improve the investment and business environment, and enhance the competitiveness index at the provincial, department, branch, district and city levels. Synchronously and effectively implement the 3 National Target Programs, the program to eliminate temporary and dilapidated houses in the province; ensure social security, create jobs, and improve the quality of people's lives.

The Standing Committee of the Provincial Party Committee presented flowers and congratulated the comrades on their job transfer and retirement.

On this occasion, the Provincial Party Executive Committee presented souvenirs and congratulated former members of the Standing Committee and former members of the Provincial Party Executive Committee who transferred jobs and retired according to the regime.
