Provincial OCOP Council evaluates and classifies 25 sets of 4-star potential product profiles

On the morning of August 6, the Provincial OCOP Product Classification and Evaluation Council (Council) held a conference to review, evaluate, and score the classification of 25 sets of 4-star potential product dossiers proposed by the districts.

The Council was attended by Mr. Nguyen Thien Van - Vice Chairman of the Provincial People's Committee, Chairman of the Council; Nguyen Van Ha - Deputy Director of the Department of Agriculture and Rural Development; Council members and OCOP product owners.

Provincial OCOP Council members evaluate and classify OCOP products

On August 6 and 7, the Council will review and evaluate the classification of 25 products (with 4-star potential) from 8 entities in 4 localities including Buon Ma Thuot City, Buon Ho Town, Krong Pac District and Krong Ana District. These are OCOP products with the potential to achieve 4 stars as proposed by the district level and have been inspected and scored for the first time by the OCOP Council Advisory Group.

Mr. Nguyen Thien Van - Vice Chairman of the Provincial People's Committee, Chairman of the Council delivered the opening speech.

Specifically, Krong Pac district includes products: Stewed bird's nest, Freeze-dried bird's nest of Thanh Dung Company Limited; Frozen Dona durian - Krong Pak Green Agriculture Cooperative; N&H organic black rice; N&H Freeze-dried durian - N&H Agricultural Products Processing Joint Stock Company; Mountain Legend Special Robusta Coffee Blend, M'Ja Classic Coffee Blend, Lengend Rivied Robusta Weasel Coffee - Branch of Mountain Legend Company Limited - Production plant;

Buon Ho town includes products: Macadamia nuts, Macadamia kernels, Macadamia durian kernels, Dried durian - Dak Lak Maca Company Limited;

Buon Ma Thuot City includes the following products: Avocado - Muoi Bo Trading and Service Company Limited;

Krong Ana district includes products: Pure cocoa powder, chocolate kernels, chocolate kernels Macadamia (macala) - Nam Truong Son Cocoa Company Limited; Durian instant coffee, 688 instant coffee - Ede Café Joint Stock Company;

Consultants analyze each product set through a field survey.

In his opening speech, Mr. Nguyen Thien Van - Vice Chairman of the Provincial People's Committee, Chairman of the Council emphasized that the Council will implement product evaluation and classification according to Decision No. 148/QD-TTg dated February 24, 2023 of the Prime Minister on promulgating the set of criteria and regulations for product evaluation and classification of the One Commune One Product Program, accordingly, the evaluation process is divided into 3 levels: Central level, provincial level and district level;

The provincial level conducts assessment and classification of potential 4-star products with the district level approving the scoring results and proposing the assessment. Approving the assessment results and granting the Certificate of recognition of 4-star OCOP products for products with an average score of 70-89 points, meeting the conditions for 4-star OCOP classification according to regulations;

Approve the scoring results and submit to the Central OCOP Council for consideration, evaluation and classification of potential 5-star OCOP products for products with an average score of 90 to 100 points, eligible for evaluation and classification of 5-star OCOP products according to regulations;

At the same time, the council will approve the scoring results and return the records of products with an average score of less than 70 points or 70 points or more, not qualified for 4-star classification or 4-star potential, to the District People's Committee for consideration, recognition or completion of the re-evaluation and classification records according to the authority delegated in Decision No. 148/QD-TTg, dated February 24, 2023 of the Prime Minister.

“Determining that the OCOP Program is a task that requires the participation of all departments, branches and localities, Dak Lak province has directed its implementation in a synchronous manner from the provincial to grassroots levels, focusing on promoting communication work, supporting subjects to actively participate in the Program according to the OCOP cycle, not chasing after achievements to ensure that products when rated with stars must be of good quality and accepted by the market.” - Mr. Nguyen Thien Van said.

Independent panel members score and evaluate products according to the Criteria Set.

According to the New Rural Coordination Office - the standing body of the Council, within 2 days, the Council's Advisory Group will report the results of the on-site inspection and evaluate and score each product to the Provincial OCOP Council. Consulting experts analyze each product set; opinions of Council members. Listen to further explanations from the product owner.

After that, the independent council members will score and evaluate the products according to the Central Criteria. The council will publicly announce the scoring and classification results of OCOP products. The approval results of the council will be submitted to the Provincial People's Committee for approval and certification of star-rated products.

Up to now, Dak Lak province has 240 OCOP products with 3 - 4 stars, an increase of 158 products compared to 2022, including: 03 potential 5-star products, 28 4-star products, 25 potential 4-star products and 184 3-star products of 92/184 communes, wards and towns in Dak Lak province. With 145 OCOP product entities, of which, enterprises account for 35.86%, Cooperatives account for 23.45% and Production establishments/business households account for 40.69%.

Although OCOP products in 2023 have increased sharply, compared to other provinces in the country and compared to the province's potential, the province's products are still very modest, most districts, towns and cities have not yet fully exploited their existing advantages and potentials.

Currently, many entities in Dak Lak province voluntarily register to participate in the OCOP program.

The subjects participating in the program are still facing subjective difficulties such as: the scale and management capacity of economic organizations participating in the OCOP program are still small and weak, lack of knowledge about market economy and product development according to the value chain, the preparation of OCOP dossiers still faces many difficulties due to having to complete many criteria according to the regulations of the OCOP Program. The understanding of some local officials and production subjects about product quality management is still limited, many contents still depend on consultants...
