The rate of students graduating from junior high school entering vocational colleges and other occupations in recent school years is still low.

In the past, the rate of students graduating from secondary school entering vocational training has not yet reached the set plan.

Currently, the province has 19 vocational education institutions (VET), of which 13 are operating (3 colleges, 5 intermediate schools, 3 VET centers and 2 VET participating institutions). These institutions are located in the districts of Duc Hoa, Duc Hue, Ben Luc, Can Giuoc, Thu Thua, Kien Tuong town and Tan An city, Long An province.

Recently, at the 11th session of the 10th Provincial People's Council, delegate Truong Van Nam raised the issue: With the province's annual streaming policy, the rate of students graduating from junior high school entering vocational colleges and other occupations in the last 3 school years, the whole province has only reached from 10% to over 16%. The rate of students who are not allowed to continue studying the high school program as well as not being able to study a profession and have to enter adulthood early (lacking basic education and working skills) in the whole province is over 6% (over 1,100 students/year) compared to the number of junior high school graduates each year (an average of over 21,000 students/year).

Accordingly, delegate Truong Van Nam said that this means that the number of students entering adulthood early has had to stop pursuing their lifelong learning goals at a very young age. Therefore, the delegate also mentioned the capacity of the vocational education network system in the province to attract vocational training.

Director of the Department of Labor, War Invalids and Social Affairs (LĐ-TB&XH) - Nguyen Hong Mai informed that according to the report of the Department of Education and Training, in 2022, the rate of junior high school graduates continuing to study at vocational training institutions at elementary and intermediate levels only reached 16.46%, not reaching the planned target of 23.3%.

The reason is that some localities have not paid regular attention to career guidance and streaming. Propaganda work has not been carried out regularly, is not very effective, and has not changed the awareness of parents about vocational training. The coordination between some vocational training institutions and secondary and high schools in providing career guidance and counseling to students is not really close and synchronous.

Ms. Nguyen Hong Mai said that according to Official Dispatch No. 7560/UBND-VHXH dated August 16, 2022 of the Provincial People's Committee, in 2023, the proportion of junior high school graduates who were streamed into intermediate-level vocational training reached 27.92%, equivalent to 5,800 students. Through review, the current enrollment capacity of vocational training institutions in the province is 27,000 workers/year, including 2,500 college students, 6,500 intermediate students, 18,000 elementary and regular students. From there, it is basically possible to meet the training needs of the number of junior high school graduates who were streamed into intermediate-level vocational training in 2023.

According to Ms. Nguyen Hong Mai, in order to diversify the training levels and occupations of vocational training institutions, in 2023, the Department of Labor, Invalids and Social Affairs assigned Long An College to cooperate with Ho Chi Minh City Open University to train nearly 100 students in part-time university; cooperate with Vinh Long University of Technical Education to train 18 students in part-time college-to-university; cooperate with Ho Chi Minh City University of Technical Education to train 13 students in part-time college-to-university. Thereby, contributing to diversifying training occupations, attracting students to vocational training to carry out the work of streaming.

However, the province's network of vocational training facilities is mainly concentrated in Tan An City and districts developing industry and services; it has not attracted many organizations and individuals to invest in establishing vocational training facilities, especially in districts mainly developing agriculture in the province.

Ms. Nguyen Hong Mai added that in the coming time, the Department of Labor, Invalids and Social Affairs will continue to coordinate with the Department of Education and Training and relevant agencies to deploy and implement Decision No. 2761/QD-UBND, dated April 7, 2023 of the Provincial People's Committee approving the Plan for coordination in implementing communication and propaganda work on streaming in 2023. In particular, focusing on building monthly reports on streaming by topic; organizing the Seminar "Career Guidance Program - University is not the only path" in August 2023 with the theme: "Choose what to study to find a job soon" to raise awareness of parents and students, contributing to the implementation of the student streaming plan in 2023 and the following years.

At the same time, the Department of Labor, Invalids and Social Affairs and other sectors will review and arrange the province's vocational training network according to the direction in Decision No. 73/QD-TTg dated February 10, 2022 of the Prime Minister approving the Vocational Training Network Planning for the period 2021-2030, with a vision to 2045. Promote the socialization of vocational training, encourage organizations, individuals and enterprises to invest in establishing vocational training facilities in localities without vocational training facilities. Thereby, contributing to better meeting the vocational training needs of students, contributing to the implementation of the goal of student streaming.

“In addition, the Department will complete the Project to establish Vinh Hung training facility under Long An College to meet the vocational training needs of students in Vinh Hung and Tan Hung districts; direct Long An College to coordinate in organizing vocational training classes in districts without vocational training facilities in accordance with local conditions and requirements of training professions” - Ms. Nguyen Hong Mai informed./.
