Standing member of the Secretariat Truong Thi Mai has just signed and issued Conclusion 70 of the Politburo on the development of physical training and sports in the new period on behalf of the Politburo.
Accordingly, the Politburo assessed that after 10 years of implementing Resolution 08 (on strengthening the Party's leadership, creating strong development steps in physical education and sports by 2020), a number of Party committees, Party organizations, authorities, and leaders have not paid due attention to the leadership and direction of physical education and sports development.

Investment resources are still low; professional sports and high-performance sports are not yet developed firmly. Policies for athletes and coaches are still limited; physical education and school sports have not yet met the requirements of comprehensive education.
Besides, according to the Politburo, research, application of science and technology, medicine and training have not kept up with practical requirements.

Improve the effectiveness and efficiency of state management, promptly issue the Strategy for developing physical education and sports until 2030, with a vision to 2045; continue to perfect policies and laws to meet the requirements of developing physical education and sports in the new period.
The Politburo also requested to focus on investment mechanisms and policies, development of institutions and infrastructure; professional sports, high-performance sports, mass sports, physical education and school sports.
Along with that is focusing on the legal framework on sports economics, ownership, transfer, copyright exploitation and sponsorship, promoting socialization.
In particular, the Politburo requested to supplement and improve the regime and policies on training, fostering, healthcare, housing, salary, allowances, and other incentives for athletes, coaches, and talents in the field of physical education and sports.
Effectively implement the overall project on physical development and stature of Vietnamese people in the period 2011 - 2030; build a system of training indexes and assess the physical strength of Vietnamese people; improve the efficiency of using facilities and human resources.
Focus on planning, training and fostering the team of leaders, managers and people directly involved in physical education and sports. Promote the arrangement and transformation of public physical education and sports units towards autonomy, improving the quality of service provision in line with international standards.
In addition, the Politburo also emphasized the need to increase publicity and transparency, regularly inspect and examine the implementation of policies and laws; promptly guide the handling and removal of difficulties and obstacles, and resolutely and strictly handle violations of the law, corruption and negativity in the field of physical education and sports.

Promote physical training, improve health for officers and soldiers in the armed forces; strengthen sports training, apply professional skills to serve work, combat, and high-performance sports.
Focus on developing professional sports and high-performance sports, perfecting the system of discovering and training athletes, competing in professional sports and high-performance sports at national and international levels, especially key Olympic sports.
The Politburo pointed out the need to improve the quality and efficiency of training facilities for athletes, coaches, and physical education and sports officials to meet development requirements in the new period.
Focus on studying culture and politics, raising awareness of discipline, ethics, will and national pride for athletes.
Encourage organizations and individuals to establish professional sports clubs, train athletes and coaches, organize competitions, and legally transfer athletes.
The Politburo also requested to increase resources for physical education and sports; review and complete planning, develop a network of synchronous sports institutions and facilities, gradually modernize and meet international standards.
Prioritize investment in a number of key facilities for high-quality training and coaching; modernize training centers, athlete training and development facilities, scientific research and sports medicine facilities.
Besides, develop the sports market, promote public-private cooperation, encourage businesses, organizations and individuals to invest in building sports facilities, participate in organizing competitions, training athletes, coaches, referees and providing physical education and sports services.
