Determined to eliminate all temporary and dilapidated houses by 2025

With a spirit of determination, dedication and effort, by 2025, Thanh Hoa province is determined to eliminate all temporary and dilapidated houses for poor households and policy households in the whole province.

On the afternoon of March 4, the Steering Committee for the campaign to support housing construction for poor households, policy households, and households with housing difficulties in Thanh Hoa province in the two years 2024 - 2025 (referred to as the Provincial Steering Committee) held a meeting to review the progress of the program "eliminating temporary and dilapidated houses" in the province. Mr. Nguyen Doan Anh, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee; Mr. Do Minh Tuan, Chairman of the Thanh Hoa Provincial People's Committee attended and chaired the meeting.

As of February 28, 2025, the total amount of support received by the Fatherland Front Committees at all levels of Thanh Hoa province in both phases was over 461 billion VND. The whole province has allocated over 203 billion VND; the amount of funds at all levels that have not been allocated for housing construction is over 221 billion VND. The whole province has started to build houses according to Directive No. 22 of the Provincial Party Committee Standing Committee: 5,686 houses/households.

In the province, there are still 12,902 houses/households that have not been supported according to Directive No. 22, of which 8,323 households are newly built. Currently, the amount of funding needed to continue mobilizing for housing construction is over 633 billion VND, of which the funding source that has been mobilized is over 476 billion VND.

Discussions at the conference pointed out difficulties and obstacles, including: Local Party committees, authorities, and units have not focused on leading, directing, and proactively implementing the second phase of the campaign.

The review, appraisal and approval of the supplementary list of poor households, near-poor households, meritorious households and relatives of martyrs are still slow. The list and information of supported households in some places are not accurate and overlap; the work of urging and guiding the implementation for People's Committees at all levels is not timely, especially the confirmation of "non-disputed residential land" to ensure conditions for support implementation.

Speaking at the conference, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh agreed with the existing limitations pointed out in the report and opinions expressed at the conference.

Mr. Nguyen Doan Anh suggested that all levels, sectors and localities need to uphold the sense of responsibility and high political determination in implementing the Program "Eliminating temporary and dilapidated houses" in a drastic, urgent, flexible and creative way of thinking and doing, practically and effectively.

The Steering Committee, the province, the Standing Committees of districts, towns and cities urgently allocate a budget of 221 billion VND before March 15; by March 20, the construction of houses for the second phase of beneficiaries will be started simultaneously throughout the province. The Steering Committee of the province and localities will launch a peak period to implement the construction of " eliminating temporary and dilapidated houses" in March and April 2025.

Along with that, the Provincial Steering Committee and districts need to collect all the funds mobilized in the second phase. Continue to call on and mobilize organizations, businesses, and philanthropists to join hands, contribute, and accompany the implementation of the campaign. By 2025, Thanh Hoa province is determined to eliminate all temporary and dilapidated houses.
