On the morning of January 22, Deputy Prime Minister Tran Luu Quang attended the Conference to announce the Planning of Hoa Binh province for the period 2021-2030, with a vision to 2050. Also attending the ceremony were Minister and Chairman of the Ethnic Committee Hau A Lenh; leaders of the Ministry of Planning and Investment, and the Finance and Budget Committee of the National Assembly.
The planning scope includes the entire natural area of Hoa Binh province with a scale of 459,029 hectares, with 10 administrative units, including Hoa Binh city and 9 districts: Cao Phong, Da Bac, Kim Boi, Lac Son, Lac Thuy, Luong Son, Mai Chau, Tan Lac, Yen Thuy.
The plan aims to bring Hoa Binh to a fairly good level of development, with an average income among the top in the northern midlands and mountainous region, with high-quality human resources, completing the digital transformation goal in all fields, and the province's competitiveness among the top in the country.
The planning identifies that in economic development, industry is the driving force, tourism is the spearhead, agricultural production of goods, clean agriculture, and organic agriculture are the foundation, linked with a synchronous, modern infrastructure system and a green, smart urban system.
The province aims to maintain an average economic growth rate (GRDP) of 9% per year in the 2021-2030 period; an average social labor productivity growth rate of over 8% per year; by 2030, the average GRDP per capita will be 168-170 million VND.
In terms of economic structure, the agriculture - forestry - fishery sector accounts for about 15%; industry - construction accounts for about 47%; services account for about 34%; product taxes minus product subsidies account for about 4%.
The average annual multidimensional poverty rate decreases from 2 to 2.5%/year.
By 2050, Hoa Binh will become a developed province with high per capita income, a leading center of tourism services and manufacturing industry in the northern midlands and mountainous region.
The province has a synchronous, modern and connected infrastructure system; a smart urban system; modern rural areas, a green, clean, beautiful living environment, rich in national cultural identity, effectively adapting to the impacts of climate change; people have good living conditions and a high standard of living. The cultural values and identities of the ethnic groups in the area, especially Muong culture and Hoa Binh culture, are preserved, conserved and developed.
At the Conference, the leaders of Hoa Binh province pledged to make more efforts, be more proactive, innovative, and more determined in directing and operating in the spirit of "setting an example, being disciplined, focused, and making breakthroughs"; shifting the mindset from "government management" to "government service", in which people and businesses are the center of service; improving public ethics, taking people's interests, happiness, and satisfaction as the measure of development; daring to think, daring to do, daring to take responsibility for the common good, not shirking responsibility... to successfully implement the development goals according to the Plan.
Speaking at the Conference, Deputy Prime Minister Tran Luu Quang emphasized that Hoa Binh province is located at the gateway to the Northwest region of Vietnam, not only is it the western growth pole of the Northern Midlands and Mountains region, but also plays an important role in regulating and supplying water to the Red River Delta and is the green lung of the Hanoi Capital Region.
The Deputy Prime Minister emphasized that 2024 will continue to be a difficult year for the world in general and Vietnam in particular, including Hoa Binh province, while the implementation period of the Planning until 2030 is 7 years, so in the immediate future, Hoa Binh must focus on carefully preparing and quickly implementing infrastructure projects, especially transport infrastructure, especially the 2 identified key expressways to create favorable conditions for Hoa Binh to attract investors and maintain its role as a regional connection center.
Hoa Binh also needs to focus on strongly developing tourism on the basis of promoting its potential and inherent cultural values; better implementing the 3 national target programs and other policies to better care for ethnic minorities, so that this land will always be peaceful.
In addition, Hoa Binh province must continue to develop a team of successor cadres who are both ethical and knowledgeable to prepare sufficient resources to successfully implement the planning, paying special attention to ethnic minority cadres and cadres working in ethnic affairs.
Emphasizing that the Plan approved by the Prime Minister clearly indicates the development orientation and goals to be achieved, the Deputy Prime Minister requested Hoa Binh province to "comply" with the Plan but be "flexible" in the implementation process, ensuring synchronization with the National Master Plan, Regional Plan and other technical and specialized plans.
To effectively implement the Provincial Planning, the Deputy Prime Minister suggested that the province should develop a plan to implement the Planning, focusing on widely promoting the Planning to people and businesses to create "understanding", consensus, cooperation, and contribution in implementing the Planning, especially in compensation and site clearance for local development projects./.
