This is one of the recommendations of Deputy Head of the National Assembly Delegation of Binh Thuan Province Nguyen Huu Thong at the plenary discussion session at Dien Hong Hall on adjusting the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province, which took place on the morning of May 30.
Create "water storage" upstream
Speaking at the meeting hall, Deputy Head of the National Assembly Delegation of Binh Thuan Province Nguyen Huu Thong said that Binh Thuan is known as one of the driest localities in the country, drought and water shortage for daily life and production often occur as commented by Party and State leaders when talking about Binh Thuan as dry, difficult and miserable. Therefore, water is a major problem in the development of the province. Through the process of monitoring in the locality and through the content of comments and discussions of the National Assembly Deputies; as a National Assembly Deputy of Binh Thuan Province, Delegate Nguyen Huu Thong expressed his gratitude for the support of the Delegates, and he himself completely agreed with the content of the Government's Submission and the Verification Report of the Committee on Science, Technology and Environment.
On the other hand, although the implementation of the Project has been delayed by nearly 3 years compared to Resolution No. 93, it is considered that this is largely due to objective reasons, in which it can be seen that the time of project implementation is the time when the whole country in general and Binh Thuan province in particular are focusing on preventing and fighting the Covid-19 pandemic. In order to effectively implement the Project and make more efficient use of public investment resources, delegate Nguyen Huu Thong proposed that the National Assembly consider and allow adjusting the completion time of the Project to the end of 2025 (ie 1 year later than the requirement in Resolution No. 93 of the National Assembly).
In addition, according to delegate Nguyen Huu Thong, if the Ka Pet reservoir project does not consider the natural forest factor, it must be submitted to the National Assembly for investment policy, then the scale of the project is only equivalent to a group B project. In order to reduce administrative procedures in approving and appraising the project, shorten the time, speed up the project implementation progress, overcome delays as occurred, so that the project can be deployed soon, completed on schedule as allowed by the National Assembly for adjustment; the delegate proposed that the National Assembly consider applying a special mechanism for this project, which is: Assign the People's Committee of Binh Thuan province to approve the project according to the order, procedures, authority, appraisal and decision on project investment to be implemented similarly to group A projects. The application of this special mechanism also has a precedent, helping the project to be deployed soon and completed in 2025.
Delegate Thong also proposed that the National Assembly allow Binh Thuan province to add some other areas for replacement forest planting according to the provisions of Circular No. 25, which has just taken effect since February 15, 2023, so that the province can immediately hand over to the Forest Protection Management Board to deploy simultaneously on an area of more than 2,000 hectares of production forest land that can be replaced with replacement forest planting to synchronize with the progress of project completion. This is reasonable, avoiding the case of increasing investment capital because the unit price of replacement forest planting may increase if the forest planting period is prolonged.

National Assembly deputies support adjusting investment policy of Ka Pet Lake
Speaking at the meeting hall, delegate K'Nhieu - National Assembly Delegation of Lam Dong province highly agreed with the Report of the National Assembly's Committee on Science, Technology and Environment on examining the adjustment of the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam district, Binh Thuan province. The delegate recognized that in the context of increasingly severe climate change, frequent droughts, scarce water resources, seriously affecting people's lives, the attention to investing in the construction of a technical project to serve production water, irrigation water for agricultural areas, raw water for industrial zones, flood prevention, environmental improvement and water reservoirs for downstream areas is an extremely urgent and meaningful task for people in drought-stricken areas.
To complete the project quickly, ensuring the urgency in supplementing water sources for daily life and production for farmers, delegate K'Nhieu proposed that it is necessary to shorten the time for administrative procedures in approving and appraising the project, speed up the implementation progress and disbursement of public investment capital, meeting the needs of the project. Therefore, the delegate proposed that it is necessary to add a specific mechanism and assign the People's Committee of Binh Thuan province to decide on investment and implementation according to the order, procedures, and authority to implement group 3 projects managed by the provincial level according to the law on public investment.
Delegate Thai Thi An Chung - National Assembly Delegation of Nghe An province said that through the press, the situation of Linh River - the largest river in Ham Can commune, Ham Thuan Nam district has dried up after several months without rain, but this is also the only place where people can dig wells to find water for daily life. This also shows that the Ka Pet Reservoir Project is the greatest desire of the people here so that they no longer have to worry about water for daily life and production. Therefore, delegate Thai Thi An Chung expressed her agreement to adjust the investment policy of the Ka Pet Reservoir Project so that the project can be deployed and implemented soon.
Regarding the proposal to allow a special mechanism to implement the project, delegates agreed with the Government's proposal and the report of the Committee on Science, Technology and Environment on the proposal for the National Assembly to assign the People's Committee of Binh Thuan province to decide on investment according to the procedures and authority to implement group A projects managed by the provincial level...
Delegate Nguyen Tao - National Assembly Delegation of Lam Dong province expressed his high agreement with the adjustment of investment policy of Ka Pet Reservoir Project and highly agreed with the special mechanisms for the project. The delegate said that the project is not large in scale, but the implementation process is prolonged, it must be submitted to the National Assembly for adjustment.
Delegates suggested that the Government and ministries need to strongly reform administrative procedures to ensure faster and more concise approval of projects, speed up the disbursement of public investment capital, and at the same time, the National Assembly, if conditions permit, needs to have specific mechanisms to thoroughly handle the issues...
