Principal beats vice principal in schoolyard in Quang Binh: Discipline both

The Inspection Committee of Le Thuy District Party Committee (Quang Binh) has just issued a decision to issue a warning to Mr. Phan Anh Tuan - Party Cell Secretary, Principal of Ngu Thuy Bac Primary School and a reprimand to Mr. Le Duc Huan - Deputy Party Cell Secretary, Vice Principal of Ngu Thuy Bac Primary School.

The decisions to discipline Mr. Phan Anh Tuan and Mr. Le Duc Huan were based on the self-criticism and self-acceptance of the disciplinary form of each person; through consideration of the content, nature, level, causes, and consequences of the violations and shortcomings; at the same time, based on the Politburo's regulations on disciplinary action against violating party organizations and party members.

According to the disciplinary decision, Mr. Phan Anh Tuan did not properly implement the working regulations of the Party Cell; the responsibility of the leader in performing assigned duties and tasks is still limited; the spirit of self-criticism and criticism is not high; lack of self-cultivation, training in ethics and lifestyle leading to violations of the law, and was administratively fined 6.5 million VND by Le Thuy District Police for intentionally causing injury.

Mr. Le Duc Huan has not properly implemented the working regulations of the Party Cell; has not fully promoted the role and responsibility of the deputy head in performing assigned duties and tasks; lacks self-cultivation and training in ethics and lifestyle leading to violations of the law and has been administratively fined 400,000 VND by Le Thuy District Police for causing public disorder at the agency's headquarters.

The actions of Mr. Phan Anh Tuan and Mr. Le Duc Huan violated the ethics of teachers; violated the standards of party members and committee members; damaged personal reputation among parents, students, committees, local authorities, and schools, and affected the reputation of the education and training sector and the staff and party members in the unit.

On April 6, Mr. Phan Anh Tuan, Principal of Ngu Thuy Bac Primary School, and Mr. Le Duc Huan, Vice Principal of the school, had a conflict. During the conversation, the two argued and then Mr. Tuan hit Mr. Huan in the face, causing Mr. Huan to be injured and had to be treated at Le Thuy District General Hospital.

The cause is said to have stemmed from a conflict over the opening and closing of the school gate. Specifically, at around 7am on April 6, after returning from breakfast with Mr. Phuc (school security guard), he discovered that the school’s main gate was locked with a new lock (not the school’s lock).

Mr. Tuan asked Mr. Phuc to use a hammer to break the lock and open the gate for everyone to enter the school. Then, the principal drove his car into the school but was blocked by Mr. Huan at the gate. Mr. Huan hit Mr. Tuan's car hood hard. When Mr. Tuan got out of the car to check, Mr. Huan approached and hit him with his hand, but Mr. Tuan avoided it. Because he was so angry, Mr. Tuan used his hand to hit Mr. Huan hard on the face.
