This is one of the shortcomings revealed after the implementation of Circular No. 29/2024/TT-BGDDT regulating extra teaching and learning in Hanoi.
At the conference on implementing the work of enrolling students at the beginning of the school year, organizing the high school graduation exam and evaluating the implementation of Circular 29 organized by the Ministry of Education and Training (MOET) on the afternoon of March 28, Director of the Hanoi Department of Education and Training Tran The Cuong said that after 1.5 months of implementing Circular 29, students' initiative in learning has increased. In addition, the circular helps schools proactively implement the school year plan, bringing honor to teachers.
However, Mr. Cuong also said that the implementation of Circular 29 also revealed many shortcomings. The number of centers and businesses related to tutoring and extra learning increased. Meanwhile, through surveys at the commune and ward levels, the tuition fees for extra learning were also much higher than before. Although this was voluntary between parents and centers.
According to the Director of the Hanoi Department of Education and Training, it is estimated that there are currently about 15,000 centers and businesses providing extra teaching and learning services in the city. This leads to pressure on time and resources for regular inspection and examination.
The head of the capital's education sector also said that currently, Circular 29 does not have regulations or sanctions for handling violations of extra teaching and learning. Therefore, Mr. Cuong suggested that the Ministry of Education and Training provide specific instructions so that localities have a basis for implementation.
Regarding the implementation of Circular 29 in recent times, Mr. Thai Van Tai - Director of the Department of General Education, Ministry of Education and Training said that up to now, 44 provinces and cities have sent reports on the implementation of Circular 29 to the Ministry; 19 provinces have not yet sent reports.
Currently, 4 provinces, Long An, Ca Mau, Hai Duong and Binh Duong, have issued regulations on extra teaching and learning in the province, based on Circular 29. It is expected that by April 2025, the remaining localities will issue these regulations.
The Ministry of Education and Training assessed that Circular 29, when put into practice, has brought about many positive changes. However, according to Mr. Tai, up to now, there are still localities that are slow to issue guidance documents and regulations at the local level, leading to confusion in implementation; coordination between departments and sectors in implementing regulations on extra-curricular teaching in some places is not timely, so a number of teachers who need extra teaching are confused and worried.
The Ministry of Education and Training said that one of the things that needs to be done to effectively and sustainably implement Circular 29 in the coming time is to properly implement the "5 no's" and "4 upholds" in implementing Circular 29.
The five no's include: No "beating the drum and then abandoning the drumstick"; no compromise; no tolerance; no distortion; no saying it's hard but not doing it. The four things to promote are: the role of education managers at all levels; the spirit of self-respect and self-esteem; the spirit of teachers' devotion to students; the self-awareness and self-study of students; the role of the school-family-society relationship.
