Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, assessed that after about 1.5 months of implementing Circular 29/2024 on management of extra teaching and learning, Hanoi established more than 100 delegations to monitor the implementation of the circular.
Schools proactively adjust extra teaching activities, stop extra teaching, and plan to train three groups of students who are allowed to receive extra teaching and learning according to regulations.
Children are given their true “childhood back”. In addition, Circular 29 helps schools proactively implement their school year plans and programs, bringing honor to teachers.

However, through the implementation of the Circular, the Hanoi Department of Education and Training has noticed a few problems arising. Specifically, the number of centers with the function of teaching and learning extra lessons in Hanoi has increased significantly, with an estimated number of more than 15,000 centers and businesses related to teaching and learning extra lessons. Through the survey, the tuition fees for extra lessons are much higher than before.
According to Mr. Cuong, Circular 29 does not provide detailed guidance on regulations and sanctions for violations related to extra teaching and learning. Therefore, the Ministry of Education and Training needs to soon have specific guidance so that localities have a basis for implementation.
Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that the number of centers and businesses providing extra teaching and learning services at the time of implementing Circular 29 was more than 10,000 in the whole city. With such a large number, the leaders of the Department of Education and Training are concerned and worried about how to organize teaching to ensure the prescribed time, fire prevention and fighting safety, and ensure the health of students.
Regarding the management of extra teaching and learning in schools, Mr. Quoc said that the Ho Chi Minh City Department of Education and Training has organized more than 11 inspection teams to inspect more than 31 schools from primary to high school, and the schools have agreed to follow the regulations. Initial results show that 93% of schools here have switched to teaching 2 sessions/day.
With the high rate of schools teaching 2 sessions/day, Mr. Quoc hopes that the Ministry of Education and Training will soon have specific instructions on teaching 2 sessions/day to unify and create favorable conditions when implementing Circular 29. At the same time, to ensure fairness and transparency in extra teaching and learning, it is necessary to comprehensively implement testing and evaluation work, because there are still some schools that use scores to require students to participate in extra classes.
"It is necessary to review and revise other circulars on testing and assessment; testing and assessment should focus on using the question bank of the Ministry or the Department of Education and Training built on a suitable basis or using independent testing units to organize exams in schools. From there, it is possible to check and monitor whether teachers' teaching ensures the program objectives and knowledge and skills or not," Mr. Quoc further proposed.
At the conference on implementing primary school enrollment, organizing high school graduation exams and evaluating the implementation of Circular 29/2024 on management of extra teaching and learning held on the afternoon of March 28, Mr. Thai Van Tai, Director of the Department of General Education, said that although the Ministry of Education and Training has requested the Departments to report on the implementation of the Circular, up to now, 19 provinces and cities have not yet submitted a report.
