Brazilian President: Player Xuan Son is proof of cooperation with Vietnam

President Luong Cuong welcomed the Brazilian President - a close and long-time friend of the Vietnamese people - to visit Vietnam. The President's visit is of special significance after the two countries upgraded their relations to a strategic partnership, vividly demonstrating the relationship, creating momentum to elevate and concretize the new framework of relations.

President Lula da Silva was delighted and moved to return to visit Vietnam after 17 years, thanking President Luong Cuong, the State and people of Vietnam for the warm and sincere welcome.

The President expressed his admiration for the glorious history of the Vietnamese people, especially congratulating Vietnam on its achievements and its increasing position in the international arena. The President said that the visit aims to affirm that Brazil attaches importance to and wishes to strengthen the strategic partnership with Vietnam in its overall policy of developing relations with ASEAN and the Asia- Pacific region .

President Luong Cuong and President Luiz Inácio Lula da Silva informed each other about the situation in each country, assessed bilateral relations, and agreed on directions for developing the Strategic Partnership.

The two sides highlighted the importance of signing and implementing the Action Plan for the implementation of the Vietnam-Brazil Strategic Partnership signed on this occasion. The two leaders agreed to maintain the exchange of high-level visits and contacts; enhance and effectively implement existing cooperation mechanisms to review and promote the agreed directions, measures and goals.

Economic and trade relations continue to grow strongly, reaching nearly 8 billion USD in 2024. Brazil has always been Vietnam's largest trading partner in Latin America and Vietnam is Brazil's leading trading partner in ASEAN.

In that spirit, the two leaders agreed to direct agencies to enhance facilitation of bilateral trade and investment, and discussed the possibility of initiating negotiations on a preferential trade agreement between Vietnam and the Southern Common Market (MERCOSUR).

President Luong Cuong and President Lula da Silva agreed to promote cooperation in areas of strength and mutual interest.

President Lula da Silva announced that the Brazilian Government has decided to join the group of more than 70 countries that have recognized Vietnam as a market economy. The President thanked the Brazilian Government, expressing recognition of Vietnam's progress in economic reform and international integration... The two leaders agreed to assign ministers to continue discussions and specify measures to implement this important decision.

Appreciating the unlimited potential and space between the two countries, the two leaders agreed to promote cooperation in areas of strength and mutual interest including: National defense, security, science - technology, clean energy, education - training, culture, sports and people-to-people exchange. Encourage the implementation of cooperation programs in each sector and field; actively negotiate and sign cooperation documents to perfect the legal framework, contributing to the smooth implementation of the Strategic Partnership.

The two sides also discussed in depth international and regional issues of mutual concern, shared visions for national development, supported multilateral values, cooperated for development and enhanced the role of developing countries in global governance mechanisms. The two leaders agreed to enhance coordination, cooperation and mutual support at international organizations, multilateral and inter-regional forums.

Brazilian-born player Nguyen Xuan Son (Rafaelson) was present at the signing ceremony of the memorandum of understanding on football cooperation between the Football Federations of the two countries.

With the desire to continue creating momentum for the substantive and effective development of the relationship, President Lula da Silva respectfully invites President Luong Cuong to pay an official visit to Brazil in the near future.

Speaking at a press conference afterwards, the President said that the two sides agreed to expand cooperation and exchange experiences in areas that can complement each other such as high technology, green development, digital transformation, renewable energy and innovation. At the same time, they agreed to continue exchanging and negotiating cooperation documents on judicial assistance, investment protection, technical cooperation, visas, etc.

Brazilian President Lula da Silva said he was accompanied by an important delegation of ministers, parliamentarians, union representatives and businessmen. Emphasizing that both Brazil and Vietnam support the building of a multipolar order, the Brazilian President said that Latin America and Southeast Asia need to avoid the world falling into spheres of influence and the best path is non-alignment.

The President of Brazil once again expressed his gratitude to President Luong Cuong, the State and people of Vietnam for the warm and respectful reception.

According to President Lula da Silva, during his term as MERCOSUR President from July, Brazil will promote a balanced agreement with Vietnam that benefits both sides.

The Brazilian President also made it clear that there is no area of ​​cooperation more strategic for the future of the two developing countries than education, science and technology. In the near future, universities of the two countries can implement exchange programs for lecturers and students...

Pointing out that Vietnam and Brazil are the world’s two largest coffee producers, both of which have seen their recent crops affected by climate change, President Lula da Silva affirmed that both sides are determined to expand technical cooperation to enhance the resilience of coffee plants to these impacts.

The President also mentioned the passion for football as a bond between the two countries; congratulating the Vietnamese team on winning the Southeast Asian championship, with the participation of Rafaelson - a Brazilian player who has become a Vietnamese citizen and was the tournament's top scorer.

Mr. Lula da Silva affirmed that Nguyen Xuan Son, Rafaelson's Vietnamese name, is a testament to what Brazil and Vietnam can achieve when working together.
