Implement the right principles in admissions
2025 is the first year of implementing Circular 30/2024 on Regulations on Secondary School Admissions and High School Admissions (Circular 30).
The Ministry of Education and Training informed: implementing Circular 30, the Ministry has advised the Prime Minister to issue Official Dispatch No. 10/CD-TTg on strengthening the direction of secondary school and high school enrollment and management of extra teaching and learning activities.
In a document sent to localities, the Ministry of Education and Training requested the People's Committees of provinces/cities to direct the education sector to thoroughly grasp the general education institutions in the area to continue to synchronously implement solutions to deploy the General Education Program (GEP) 2018 to ensure quality. The creation of regular and periodic test questions and assessments; selection of students at the beginning of the level (primary and secondary school) and entrance exams for grade 10 of high school are in accordance with the requirements of the GEP 2018, not causing pressure on students to study extra.
The Ministry of Education and Training has also directed and urged localities to guide schools to seriously implement Circular 30, strengthen information and propaganda work on enrollment; answer and thoroughly resolve difficulties of some localities regarding the direct enrollment regime and enrollment in grade 10 of specialized high schools.
According to newly updated information, up to now, 100% of localities and higher education institutions with junior high schools and high schools have issued plans and plans for enrollment in the 2025-2026 school year. The results show that 60 provinces/cities organize entrance exams for grade 10, of which 58 provinces choose English as the third subject, 2 provinces (Ha Giang and Binh Thuan) choose history and geography. 3 provinces organize entrance exams for public schools (Ca Mau, Vinh Long, Gia Lai). Most Departments of Education and Training have developed and announced reference exams for grade 10 entrance exams to serve as a basis and guide review for grade 9 students.
Basically, non-specialized high school 10th graders will take 3 exams: math, literature, and English. Candidates registering for specialized high schools will take 4 subjects, including 3 subjects like those of general high schools and 1 specialized subject according to the specialized class registered for the exam.
For some specialized schools under universities, they have coordinated with the Departments of Education and Training to develop an enrollment plan in accordance with the provisions of Circular No. 30 and ensure proper implementation of enrollment principles.
To ensure compliance with the 2025 high school graduation exam, the Departments of Education and Training have developed a plan to organize the entrance exam in the first half of June 2025.
4 important contents
Speaking at the conference, Deputy Minister of Education and Training Pham Ngoc Thuong pointed out several highlights in the work of primary school enrollment and high school graduation exam in 2025; such as: this is the first enrollment period implemented according to the 2018 General Education Program; more or less affected by the new regulations on extra teaching and learning; implemented in the context of restructuring the apparatus and merging administrative units at all levels. On that basis, the Ministry proposed that the local education sector should have tasks and solutions to proactively respond.
Deputy Minister Pham Ngoc Thuong also noted four important contents to effectively implement the work of early-level enrollment and organize the high school graduation exam.
First, units and schools must absolutely not let it affect the quality of teaching and learning and the organization of exams and admissions; teaching and learning and management must be directed regularly and continuously, without interruption.
Along with that, the units do not slacken in the training and tutoring of the three groups of students mentioned in Circular 29 (weak students, excellent students, and senior students who voluntarily register for review) in the spirit of all for the students.
To ensure quality examination and enrollment, the Ministry of Education and Training encourages the Departments of Education and Training to organize mock exams but with real assessments and correct marking of results to serve management and teaching work; especially to review and supplement knowledge for final year students.
The Ministry of Education and Training requires that the entrance exam and high school graduation exam questions must be consistent with the program's output standards, students' abilities and the goals of the exams.
"According to the direction in Resolution 29, Conclusion 91 and Telegram No. 10 of the Prime Minister, the enrollment work must ensure transparency, practicality, efficiency, reduce pressure, reduce costs for society, but students must not take extra classes indiscriminately, teachers must not teach extra classes indiscriminately," Deputy Minister of Education and Training Pham Ngoc Thuong emphasized.
