Current status of 12-year unfinished road in Hoang Mai

TPO - The Tam Trinh road construction project was approved by the Hanoi People's Committee in 2012. The road is over 3,500m long with a total investment of VND 2,066 billion, expected to be completed in 2019. However, after 12 years, the project has not been completed due to problems related to site clearance.

Recently, the People's Committee of Hoang Mai district held a conference to announce legal documents for site clearance for the Tam Trinh Road Construction Project.

According to the People's Committee of Hoang Mai district, in addition to adjusting the project name and project implementation period (2016 - 2026), the City People's Committee also adjusted the project scale.

Accordingly, the project will synchronously construct a route with a length of about 3,557.7m. The entire route cross-section is 40m according to the red line approved by the City People's Committee.

In 2012, the Hanoi People's Committee approved the Tam Trinh road construction project, assigning the Hoang Mai District People's Committee as the investor. The road is over 3,500m long, with a total investment of VND 2,066 billion. The starting point connects with Minh Khai Street, the end point connects with Ring Road 3, with a construction period of 3 years (2016 - 2019).

Regarding the capital source for project implementation, there is also an adjustment, the city budget advances and refunds the revenue from land use fees in Hoang Mai district to create capital for project implementation. In addition, 1,000 billion VND from the remaining salary reform fund of Hoang Mai district budget is also used.

On October 17, 2016, Hoang Mai district held a groundbreaking ceremony for the construction and expansion of Tam Trinh Street. However, during the implementation process, many households in the land acquisition area in Yen So and Mai Dong wards did not receive compensation and refused to hand over the land areas within the acquired boundaries.

The Government Inspectorate has conducted a comprehensive inspection of the Nguyen Tam Trinh Street project and adjacent projects with an additional 15m extension, the section passing through Groups 1, 3 and 27, Yen So Ward, Hoang Mai District. On December 7, 2021, the Government Inspectorate issued Conclusion No. 345/KL-TTCP on the land acquisition boundary of the project as a basis for the City to use as a legal basis for project implementation.

Based on Conclusion No. 345/KL-TTCP, Hanoi People's Committee issued Decision 6444/QD-UBND adjusting the Tam Trinh road construction investment project including 5 main issues.

Currently, Tam Trinh Street is a bottleneck, making traffic difficult, especially during rush hour.

People hope that Hoang Mai district will soon implement the Tam Trinh road construction project. However, there are still some problems related to site clearance.

Hoang Mai District People's Committee is coordinating with the People's Committees of related wards to strengthen propaganda and encourage people to hand over the site so that the project can be completed in 2026.
