Kinhtedothi - Hanoi People's Committee issued Notice No. 70/TB-VP dated February 21 on the Conclusion of Vice Chairman of the People's Committee Nguyen Trong Dong at the meeting on environmental sanitation work in the city.
Accordingly, in order to improve the quality of environmental sanitation in 4 historic inner-city districts (Ba Dinh, Hoan Kiem, Dong Da, Hai Ba Trung), the City People's Committee requested departments, district People's Committees and URENCO to focus on implementing the tasks.
Specifically, URENCO is required to seriously implement the direction of the City People's Committee on improving the quality of environmental sanitation in 4 historic inner-city districts; urgently carry out the cooperation procedures with competent units before February 23, 2025 to deploy work in the 4 districts from March 1, 2025.
On the basis of implementing pilot measures to improve the quality of environmental sanitation in 4 historic inner-city districts (using green, modern environmental sanitation means, appropriate collection processes and methods, creating a clear change in quality, efficiency, and urban aesthetics), the Department of Natural Resources and Environment is assigned to preside over and coordinate with relevant units to urgently develop processes, norms, and unit prices to submit to competent authorities for approval as a basis for units to settle payments, place orders, or organize bidding for environmental sanitation packages throughout the city from 2026.
Assign the People's Committees of Ba Dinh, Hoan Kiem, Dong Da, Hai Ba Trung districts to implement measures to ensure urban order, clear sidewalks and roads, and sufficient conditions for advanced and modern environmental sanitation vehicles to operate effectively. At the same time, implement the city's camera installation program, meeting many goals including managing environmental sanitation work in the area, in order to promptly detect and strictly and thoroughly handle violations such as illegal dumping of waste, improper disposal of waste at the wrong time or place, slow collection and transportation of waste according to contracts, etc.
Regarding environmental sanitation on highways and elevated roads: The City requests the Department of Natural Resources and Environment to inspect and urge units to implement environmental sanitation packages on the above-mentioned roads to ensure cleanliness, no waste, dust and water stagnation, and appropriate operating hours, without affecting traffic activities.
In addition, regarding environmental sanitation and waste collection in flower gardens and lawns (open), the City assigned the Department of Construction to coordinate with the Department of Natural Resources and Environment to direct units implementing the environmental sanitation maintenance package to coordinate with Hanoi Green Parks and Trees Company Limited to determine locations and areas that need coordination in environmental sanitation, waste collection, frequency, and methods of sweeping and vacuuming to ensure efficiency and cleanliness.
