On July 12, 2023, the People's Council of Ninh Binh province issued Resolution No. 105/2023/NQ-HDND on promulgating regulations on a number of policies to support tourism development in the province for the period 2023-2030.
The subjects of application of the Resolution are organizations, households and individuals who are carrying out tourism development activities in the province. Supported policies include: support for organizing training courses, improving professional skills and tourism knowledge; support for local people and workers to participate in tourism vocational training courses organized in the province; support for organizations and individuals doing tourism business in the province to participate in domestic and international tourism promotion programs; support for investment in building new or upgrading, renovating types of accommodation with rooms for tourists to rent (called homestay in English); support for establishing and maintaining the activities of art troupes and mass art clubs in localities to serve tourists; support for organizations, households and individuals doing tourism business in the province to invest in developing new tourism products to serve tourists; policies to support the preservation and promotion of the values of the world cultural and natural heritage of Trang An Scenic Landscape Complex.
The support level is specifically regulated according to each policy such as: Support for renovating and repairing houses with traditional architectural style that are 50 years old or older in the core area of Trang An Heritage Site: 100 million VND/project; Support for establishing art troupes and mass art clubs with a scale of 15 people or more: 50 million VND; Support of 100 million VND/new construction investment project and 50 million VND/project for upgrading and renovating houses with rooms for tourists to rent (homestay)...
For support in organizing training courses, professional development, and tourism knowledge, the support level is 90% of the organization cost, but not exceeding 50 million VND/class, each organization or individual is supported to organize a maximum of 2 classes/year;
4.5 million VND/person/training course is the level of support for tourism vocational training for local people and workers who meet the conditions specified in the Resolution;
Support 20% of the cost of participating in domestic and international tourism promotion programs for organizations and individuals doing tourism business in the province participating in promotion programs approved by the Department of Tourism (support for costs of renting booths, designing, setting up booths, producing tourism publications, airline tickets)...
The Resolution was approved by the 15th Ninh Binh Provincial People's Council at the 15th session and took effect from July 22, 2023.
