On the morning of April 12, the Supervisory Delegation No. 2 of the Provincial People's Council led by Comrade Dao Xuan Yen, Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Social Affairs Committee, supervised the topic "Results of the implementation of the National Target Program on New Rural Construction (NTM) from 2021 to 2023 in Thanh Hoa province" in Hau Loc district.

On the journey of building a new rural area, although facing many difficulties, Hau Loc district has implemented many synchronous solutions, mobilizing the participation of the entire political system; closely following the grassroots, grasping the situation, removing difficulties and obstacles, mobilizing nearly 3,500 billion VND to build a new rural area. Since then, the district has focused on developing a synchronous and modern socio-economic infrastructure, ensuring connectivity between rural areas - urban areas and regions.

By the end of 2023, 21/21 communes will have a standard cultural - sports center, a standard sports complex, a gymnasium, a district-level football field... 92.68% of people participate in health insurance; the rate of people using clean water is 88.75%; the rate of public trees is 3.35m2 /person; implementing an online meeting system, paperless meeting rooms; festival management is focused on, welcoming over 170,000 visitors from inside and outside the province to visit relics and participate in festivals...

In addition, agricultural production is stable, the average income value reaches more than 180 million VND/ha/crop, there are many types of vegetables that bring high economic efficiency such as spinach, soybeans... especially the model of hydroponic vegetable growing in net houses according to VietGAP standards. Currently, the whole district has 17 OCOP products, of which 4 products have been put on e-commerce; 25 cooperatives are operating effectively... From there, contributing to bringing the average income per capita to 59.33 million VND/year; the poverty rate is 2%, the quality of people's lives is constantly improving...

In the period of 2021-2023, Hau Loc district will have 3 more communes meeting NTM standards, 3 advanced NTM communes and 1 model NTM commune. Up to now, the district has 21/21 communes meeting NTM standards, 4 communes meeting advanced NTM standards and 1 model NTM commune. Currently, the district has completed the criteria and submitted to the Central Government the dossier for the district to meet NTM standards.

At the meeting, most members of the Supervisory Team No. 2 agreed with the district's report, highly appreciated the direction and leadership of the local government and the people's solidarity in the process of building the new rural area. However, some members also requested the district to continue to maintain and strengthen the criteria, pay attention to environmental protection, plant more trees, build a bright - green - clean - beautiful rural landscape; review and supplement data on the area of land accumulation, concentration, schools meeting level 2 standards; the rate of green trees and flower roads is still low; environmental protection in livestock farming, food safety at seafood processing facilities...

Based on the district's report and the opinions exchanged at the working session, on behalf of the monitoring delegation, Head of the Provincial Party Committee's Propaganda Department, Head of the Provincial People's Council's Culture and Social Affairs Department Dao Xuan Yen highly appreciated the efforts and results that Hau Loc districts achieved in the process of building new rural areas; especially in leadership, direction, management, and implementation of criteria.
The Head of the Provincial Party Committee's Propaganda Department requested Hau Loc district to continue to raise the responsibility and awareness of the entire political system on building new rural areas, considering this a key and regular task to continue to strive to complete the assigned tasks. In addition, strengthen propaganda and mobilization work so that people actively participate in building new rural areas with the motto "People know, people do, people check, people benefit". He also requested Hau Loc district to continue restructuring the agricultural sector associated with land accumulation and concentration, high technology in aquaculture, crop cultivation, and livestock production; develop OCOP products associated with product branding; continue to improve criteria such as environment, income, rural infrastructure, building bright - green - clean - beautiful landscapes, increasing the proportion of green trees...
The Head of the Provincial Party Committee's Propaganda Department requested Hau Loc district to fully absorb the opinions at the meeting to complete the report. At the same time, continue to coordinate with relevant departments, branches and units to complete the dossier to soon be recognized as a district meeting NTM standards in 2024.
Supervision delegation No. 2 of the Provincial People's Council inspected the domestic wastewater treatment area of Lien Loc commune.
Previously, Monitoring Team No. 2 conducted field monitoring in Phu Loc and Lien Loc communes.
