- Developing science and technology (S&T), innovation and national digital transformation are the top important breakthroughs, the main driving force for rapidly developing modern productive forces, innovating national governance methods, developing the socio-economy, and bringing the country to strong development.

Many outstanding results

According to the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06, immediately after the Politburo issued Resolution 57-NQ/TW on December 22, 2024 on breakthroughs in science and technology development, innovation and digital transformation, on January 9, 2025, the Government issued Resolution 03/NQ-CP promulgating the Action Program to implement Resolution 57-NQ/TW, ensuring quality and time as prescribed (50/63 localities and 14/22 ministries, ministerial-level agencies, and government agencies have issued action plans to implement the resolution).

The Government has completed the Steering Committee headed by the Prime Minister (2 ministries and 15 localities have completed the Steering Committee). The Government and the Prime Minister have issued 15 resolutions, 12 decisions, 9 directives, and 7 dispatches on digital transformation, administrative reform (PAR) and implementation of Project 06. Organized 25 national online meetings and conferences on science and technology, innovation, digital transformation, PAR and implementation of Project 06 (in 2024 and the first 2 months of 2025).

Along with that, the National Assembly has issued 4 laws and Resolution 193/2025/QH15 on piloting a number of special mechanisms and policies to create breakthroughs in science and technology development, innovation and national digital transformation. The Government has issued 32 decrees; ministries have issued 34 circulars under their authority... 379/1,084 administrative procedures (AP) have been simplified. The total number of APs implemented by ministries and agencies is 964/1,084 APs, reaching 89%; 8 ministries and agencies have completed 100%. 63/63 localities have issued resolutions to exempt and reduce fees and charges for people and businesses in implementing APs.

An Giang promotes digital transformation application in public service performance and social life

Vietnam's digital transformation continues to grow strongly. Since October 2024, Vietnam has officially commercialized 5G telecommunications services. Internet speed in 2024 ranked 37th, up 7 places compared to 2023. Another international submarine optical cable line, the largest ever, has been put into operation. E-commerce continues to grow strongly (in 2024, reaching 28 billion USD, up 36%). ICT industry develops quite well (revenue in 2024 reached 152 billion USD, up 10.9%). Semiconductor industry has revenue of 18.7 billion USD, with 50 microchip design enterprises and 6,000 design engineers. Revenue from software and information technology services increased sharply (in 2024, reaching 18 billion USD, up 38.5%).

An Giang resolutely implements

In An Giang, the administrative reform work has been directed by the Provincial Party Committee, People's Council, and People's Committee. Strictly enforce discipline, administrative discipline, and public service culture. Statistics on the National Public Service Portal in the first months of 2025 show that: The rate of handling administrative procedures in the province reached 19.4/20 points (97%). The satisfaction rate in handling administrative procedures reached 96.91% (134,781/139,084 records)... With the spirit of urgency, "running and queuing at the same time", An Giang has completed the arrangement and streamlining of the apparatus in the province's political system on schedule required by the Central Government; basically completed the arrangement and consolidation of a number of organizations and internal focal points of each organization in the direction of reducing focal points, minimizing intermediate levels, reducing deputy levels...

Regarding information technology infrastructure, high-speed fiber optic Internet has reached 100% of commune, ward and town centers in the province; broadband mobile Internet covers 100% of hamlets and villages; 100% of industrial parks, enterprises, schools and hospitals have Internet connection for management and operation; 100% of State agencies have local area networks (LAN) and are connected to the Internet and specialized data transmission networks of Party and State agencies.

The proportion of adult population with smartphones is 71.29%; the proportion of smartphone subscribers is 74.7%; the proportion of households with fixed broadband connections is 83.17%; the coverage rate of fixed broadband networks, 3G/4G coverage rates reach 100% of localities and 5G is being deployed. Establishing a community digital technology network to support the implementation of digital government, digital economy and digital society to communes, wards, towns, hamlets and villages: 1,035 community digital technology teams have been established, with 7,991 members participating...

Development orientation

Chairing the first meeting of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06, Prime Minister Pham Minh Chinh (Head of the Steering Committee) emphasized that administrative reform, digital transformation and the implementation of Project 06 are tasks that have been actively implemented in recent years, but need to further improve quality and efficiency. To realize the country's strategic development goals (striving to be a developing country with modern industry and high middle income by 2030 and a developed country with high income by 2045), the requirement is to be more innovative, stronger, more determined and drastic in action; to propose policies and guidelines that are close to the situation, to mobilize the combined strength of the people, society, domestic and foreign resources, to combine national strength and the strength of the times for rapid and sustainable development...

Emphasizing the importance of science and technology development, innovation, digital transformation and the implementation of Project 06, the Prime Minister emphasized that these are tasks that "must be done, but must be done effectively, strongly transforming awareness into action, bringing specific results, benefits to the nation, people and people"... In the coming time, the Prime Minister clearly stated 5 viewpoints, guiding thoughts, 3 important tasks, emphasizing the reduction and simplification of administrative procedures, promoting national digitalization and developing digital citizens. The Prime Minister requested to perfect open institutions, develop smooth infrastructure, increase 5G coverage, fiber optic cable systems, satellites, especially databases. All levels, sectors, localities, enterprises, educational and training institutions develop and implement human resource training plans to meet development needs...
