Finance Minister Ho Duc Phoc said that after the merger of districts and communes, nearly 1,000 headquarters have not been processed, of which about half are abandoned, causing waste.
Questioning members of the Government at the National Assembly on the morning of November 6, delegate Doan Thi Thanh Mai (Deputy Chairwoman of the Economic Committee) pointed out the reality of thousands of abandoned public assets. She asked the Minister of Finance to clarify the cause and solution.
Minister of Finance Ho Duc Phoc said that the responsibilities of public asset management units are divided according to each level and sector. Public assets under the management of ministries and sectors are the responsibility of the Government and the advisory body is the Ministry of Finance. When arranging districts and communes, public assets are the headquarters under the management of the Provincial People's Committee.
"90% of these headquarters have been processed, while 10%, equivalent to nearly 1,000 public assets, have not been processed," said Mr. Phoc, adding that the reason is that it is difficult to price public assets for sale, it is difficult to find a valuation agency, while the market is quiet, so selling and transferring is not easy.
In addition, to change the purpose of using public assets, it is necessary to re-approve the land use purpose, adjust the planning and carry out a series of other procedures. In mid-September, the Ministry of Finance has guided, urged and will work with units to put these assets into operation.

Not satisfied, delegate Nguyen Tao (Deputy Head of Lam Dong Delegation) argued that voters are very worried about the waste and negativity in the management and use of public assets. Many negative incidents related to the management of real estate and public assets in urban areas have occurred recently, making people believe that "public asset management is very problematic".
"The Minister said he would adjust the policy mechanism, but I am concerned that it is too slow, and if it is slow, there will be many negative consequences and waste arising. I suggest that through audits, the responsibilities of the agencies and units causing the delay be clarified," said Mr. Tao.
In response, Minister Ho Duc Phoc said that public asset management is the responsibility of many sectors and levels. The Ministry of Finance guides the management and use of public assets, but the responsibility belongs to the direct managers, so management responsibility needs to be enhanced. "We accept the opinion of delegate Nguyen Tao to inspect and urge this work," said Mr. Phoc.

At the end of August, the Prime Minister requested localities to promptly overcome the situation of abandoned offices or one agency having 2-3 working offices after merging districts and communes. Provinces and cities should assess the current situation of ineffective use of public offices to have a plan for arrangement; allocate budget to repair and upgrade offices so that they can continue to be used.
The Ministry of Finance, the Ministry of Justice, the Vietnam Social Security and the units with vertical headquarters in the merged districts and communes, if not in need of use, need to transfer them to the provinces and cities for management.
In the 2019-2021 period, the National Assembly Standing Committee issued 48 resolutions to reorganize 21 district-level units and 1,056 commune-level units in 45 provinces and cities. Thereby, the country has reduced 8 district-level units and 561 commune-level units. The reorganization helps reduce 3,437 commune-level agencies and 429 district-level agencies, reducing state budget expenditures by VND 2,000 billion.
It is expected that in the 2023-2025 period, 33 district-level units and 1,327 commune-level units will be subject to compulsory restructuring. The government expects that with a support level of VND20 billion per district and VND500 million per commune, the central budget will provide one-time support of about VND1,300 billion.
