Fear by the Nam Piet River
Nam Piet stream runs along Highway 48, up to Thong Thu border gate, bringing water from Laos. Therefore, on days of heavy rain, Nam Piet stream water rises very quickly and flows rapidly. 4-5 years ago, along the stream section through Muong Piet and Muong Phu villages of Thong Thu commune, there was a terrible flash flood, causing heavy damage to many households.
Faced with the risk of dozens of households living in areas at risk of landslides and flash floods, Thong Thu Commune and Que Phong District People's Committee have made a plan to evacuate 33 households of the two villages mentioned above, living in dangerous areas that need to be urgently relocated to safe places. However, up to now, all 33 households have not been relocated, causing people's lives to be filled with fear every time the rainy season comes.

Living temporarily in a hut on the mountainside, Mr. Luong Hoa in Muong Phu village worriedly said: In the 2018 flood, the Nam Piet stream swept away almost all of his family's house and property. After that flood, the family had to build a temporary hut on the mountainside, and the four members have been living in cramped conditions, lacking everything for many years now.
“I heard that the government is planning a resettlement area for my family and other households, but we have been waiting for a long time and still haven’t found one. Now, my family hopes that the authorities will soon arrange a resettlement area for us to settle down and make a living. We are afraid of landslides if we stay here temporarily,” Mr. Luong Hoa explained.

Standing in front of a house that had collapsed right next to the Nam Piet stream, Ms. Vi Thi Than could not help but worry as the flood season was approaching. Ms. Than hoped that the government would soon complete the resettlement area so that people could stabilize their lives, because here, every day is a worry, because during the rainy season, the stream water rises suddenly, at that time there is no time to react, people's lives and property are unpredictable.
Talking to reporters, Mr. Luong Van Huan - Chairman of Thong Thu Commune People's Committee said: The resettlement site for 33 households at risk of landslides and floods in Muong Piet and Muong Phu villages has been implemented by the District People's Committee in the area of Muong Piet village since 2022. Up to now, the resettlement site has been basically completed, but the district has not yet divided the plots and organized for households to draw lots for residential land.
“As an area that is often flooded, especially along Nam Piet stream, the locality is very worried about the 33 households living in this high-risk area for landslides and flash floods. The locality’s viewpoint is that the superiors must soon complete the resettlement site so that people can move there. Otherwise, on rainy and flooded days, both district and commune officials and soldiers of Thong Thu Border Guard Station must always stay up all night to guard and be ready to help these households move to a safe place when an incident occurs,” Mr. Luong Van Huan shared.

Adjust planning to put into use soon
At the resettlement site for the 33 households mentioned above, it can be seen that this place is divided into 2 clusters close to each other, on a leveled land area, close to the Primary School. Basic construction works such as: roads, drainage ditches, electricity grid, lighting on both sides of the road... have been completed, but have not been divided into residential plots.
It is known that the resettlement project for 33 households in Thong Thu commune was approved by the State with a total investment of more than 10 billion VND. Accordingly, the main construction items include: Site leveling, traffic, electricity, cultural house... After more than 1 year of implementation, the project has been basically completed, but has not yet organized for people to move in. The reason is that the cultural house has not been built due to lack of capital. Faced with this situation, the People's Committee of Que Phong district requested to adjust the project by cutting the cultural house item to move households in soon.

The representative of the Que Phong District Project Management Board said that the reason for requesting the project adjustment is that the adjacent Primary School has been invested in and built solidly, but due to the merger of schools, the school has been abandoned for a long time. Therefore, the district requested to change the purpose of use of this school to a cultural house for the resettlement site. Recently, the Department of Planning and Investment accepted the district's opinion. Therefore, the district will try to divide the plots in October and organize a lottery for people to receive land so that they can move to live safely soon.
Every year, during the rainy season, mountainous areas, especially those at high risk of landslides and flash floods, have been identified by all levels and sectors, and need to be given attention and possible solutions implemented early. Otherwise, when flash floods and flash floods occur, the risk of affecting people's health, lives and property is foreseeable.
