Phuoc Son is ready to hand over the land of National Highway 14E

Effectiveness of mass mobilization work

Since the beginning of 2024, Phuoc Son district has proactively and synchronously deployed propaganda measures to mobilize people to comply with compensation, support and resettlement policies.

Communes with the road passing through such as Phuoc Xuan, Phuoc Hoa, Phuoc Hiep all actively cooperated with the district government to remove difficulties and obstacles, help people understand the benefits of the project and agree to hand over the site on time.

According to Mr. Ho Cong Diem - Vice Chairman of Phuoc Son District People's Committee, mass mobilization is a key factor in accelerating the progress of site clearance. District leaders have directly listened to and had dialogues with the people, promptly resolving their petitions.

Thanks to that, people affected by the project have had a high consensus and shared with the government in clearing the land, relocating houses and assets to serve the construction of expanding Route 14E.

Sharing about the relocation to serve the project, Ms. Ho Thi Hang, a resident of village 1, Phuoc Hoa commune, said that in order to implement the relocation policy to give up land and expand the road, serving the socio-economic development of the province, her family voluntarily complied.

“With the support of local organizations and the Fatherland Front, my family has dismantled and relocated our house to a new location. We are happy to have contributed to the project, helping the State build roads for people to travel more conveniently,” said Ms. Hang.

Thanks to the flexible and practical approach, Phuoc Son district has completed the approval of compensation plans for households affected by the project. Currently, only 2 households are waiting to receive compensation, and the site is expected to be handed over in early March.

To achieve this result, in early 2024, the Standing Committee of the District Party Committee and the People's Committee of Phuoc Son district focused on leading and directing the sectors and localities of the three communes of Phuoc Xuan, Phuoc Hoa, and Phuoc Hiep to implement drastically and synchronously.

From the work of compensating for compensation to mobilizing people to clear the land, it was carried out urgently. Thereby, contributing to the implementation of the project on schedule. This shows the effectiveness of the mobilization work, as well as the drastic participation of the government and departments.

Mr. Ho Van Tuan - Standing Deputy Secretary of the Party Committee of Phuoc Hoa Commune (Phuoc Son) informed that the Party Committee, People's Committee, Fatherland Front, and other organizations of the commune joined the Steering Committee for site clearance to mobilize 4 households affected and required to relocate to serve the project of expanding and upgrading National Highway 14E.

“The Party Committee directed departments to coordinate in propagating and mobilizing these households. We have provided support in all aspects to help these households relocate their houses, hand over the site to the construction unit as soon as possible, and help affected people stabilize their lives soon,” said Mr. Ho Van Tuan.

Facilitate project implementation

According to the report of Phuoc Son District People's Committee, the total value of the approved compensation plan as of February 14 reached 44,455 billion VND. All 527 households and organizations whose land was recovered had their compensation plans approved and payment completed.

The progress of disbursement of land clearance capital reached 98%, equivalent to 44.042/45 billion VND. Of which, in 2023, 25 billion VND was fully disbursed, and in 2024, 19.042/20 billion VND was disbursed. Transparency and publicity in the compensation process help people feel secure, reduce complaints, and create favorable conditions for handing over land.

The current difficulty is that the relocation of some technical infrastructure such as the cable abutment of Viettel Broadcasting Station at Km77 (Phuoc Hoa Commune) has not been carried out yet, affecting the overall progress of the project. Phuoc Son District People's Committee has proposed that the Provincial People's Committee direct relevant units to relocate the technical infrastructure soon.

At the same time, direct sectors and organizations to have plans to support the relocation of houses and structures, and arrange resettlement sites for the remaining two households to promptly hand over clean sites for construction, contributing to speeding up the project progress in Phuoc Son district.

With a high sense of responsibility, Phuoc Son district aims to complete all site clearance work by March to hand over to Project Management Board 4 - Vietnam Road Administration for construction implementation.

According to Mr. Ho Cong Diem, completing site clearance on schedule not only helps the project to be implemented smoothly but also brings practical benefits to the people.

The results achieved in the site clearance work for the National Highway 14E project in Phuoc Son district are the result of the drastic participation of the government and the consensus of the people. Thereby, contributing to the development of the inter-regional transport system, creating a driving force for socio-economic development for the locality and the region.
