By 2030 there will be 2.8-3 million people
This morning (May 20), Hai Phong City People's Committee coordinated with the Ministry of Construction to organize a conference to announce the adjustment of the master plan to 2040, with a vision to 2050, according to Decision No. 323/QD-TTg dated March 30, 2023 of the Prime Minister.
This is an important event in the city's development, aiming to concretize the guiding viewpoint of Resolution 45-NQ/TW of the Politburo on building and developing Hai Phong City to 2030, with a vision to 2045.
The master plan is established on the entire administrative boundary with a total area of more than 1,500 km2, bordering Quang Ninh province to the North, Hai Duong province to the West, Thai Binh province to the South, and the Gulf of Tonkin to the East.
With a new vision, Hai Phong will have a high level of development among the leading cities in Asia and the world.
Accordingly, Hai Phong strives to have about 2.8-3.0 million people by 2030, with an urbanization rate of 74-76%; by 2040 about 3.9-4.7 million people, with an urbanization rate of about 80-86%.
Speaking at the conference, Deputy Minister of Construction Nguyen Tuong Van emphasized that the project approved so far is the basis for Hai Phong to manage construction activities in the area. The locality needs to organize the review and establishment of programs, areas and urban development plans, organize the establishment and promulgation of architectural management regulations. When researching and implementing investment projects in alluvial and sea-encroaching areas, it is necessary to comply with regulations on establishing coastal protection corridors according to the Law on Marine and Island Resources and Environment; assess impacts on socio-economy, environmental landscape, ensuring security, national defense, responding to climate change and preventing natural disasters.
Trends in polycentric urban areas and satellite cities
Vice Chairman of Hai Phong City People's Committee Le Anh Quan said: "The Prime Minister's approval of the adjustment of the city's Master Plan is a very important event, but it is only the initial result. To complete the goals and tasks of the proposed plan, the city accepts the instructions of the Government, ministries and central branches, and at the same time requests that all levels and branches of the city focus on implementing a number of key and key tasks to bring Hai Phong to a level worthy of the region and the whole country."
According to the plan, Hai Phong will develop from the model of "Central urban area and satellite urban areas" to the model of "Multi-center urban area and satellite urban areas". Urban spatial structure: Two belts - Three corridors - Three centers and satellite urban areas.
In which, the two economic belts include: Coastal economic belt developing services - tourism - urban areas towards the sea; Industrial service economic belt from Lach Huyen port to the North (Thuy Nguyen district), the West (along National Highway 10), the South (along Van Uc river) connecting with the network of industrial zones and clusters in the Red River Delta and the Hai Phong port system.
Three urban centers and satellite towns include: Historical urban center and new administrative urban area North of Cam River; International commercial and financial center (CBD) in Hai An and Duong Kinh; Tien Lang airport urban area. Satellite towns include urban areas in marine, agricultural and rural ecological regions.
Regarding the orientation of developing smart urban infrastructure, Hai Phong will develop a strategy for developing broadband information infrastructure. Build smart urban operation centers in new urban areas; digital program application centers, Bigdata data centers in Southeast Asia in Duong Kinh. Propose to build new information technology industrial zones (ICT industry) in Nam Dinh Vu, Kien Thuy, Tien Lang.
Regarding the orientation of economic infrastructure development, Hai Phong proposed adjusting the boundary of Dinh Vu - Cat Hai economic zone to add land for industrial development and port services at Trang Due 3, Lach Huyen, Ben Rung 2, Tam Hung - Ngu Lao, and Cai Trap island.
