Decades of abandonment

Nha Trang student dormitory area is located on Nguyen Khuyen street, Vinh Hai ward, invested by Khanh Hoa Department of Construction, completed and put into use in 2014 on an area of ​​over 11,000 m2 , with a total investment of over 70 billion VND from government bonds to meet the housing needs of students of universities and colleges in Nha Trang city.

Nha Trang student dormitory area is seriously degraded due to being abandoned for many years.

The project consists of four five-storey buildings, accommodating nearly 1,000 people, with a student cafeteria, parking, and a common area for activities. After construction is completed, the Department of Construction will assign the Center for Housing and Apartment Management to operate it.

However, in the first school year, only about 100 students registered to stay; in the following school year, there were about 300 students. Because this dormitory is far from the school and the city center, students gradually left, no one lives there anymore and it has been abandoned to this day.

Because no one takes care of or maintains it, this dormitory area is seriously degraded, the brick walls are peeling, the glass doors are broken, the lighting system, rooms, tables and chairs... are desolate and shabby. In some rooms, the floor has sunk, the walls have cracks, the ceiling panels are damaged...

Nearby, the dormitory of Khanh Hoa Medical College is also in a state of disrepair due to abandonment. This dormitory has a total investment of more than 77 billion VND, invested by Khanh Hoa Department of Health, started construction in 2012 on an area of ​​12 hectares in Vinh Ngoc commune. The project consists of 4 5-storey buildings, about 17,000 m2 wide, accommodating 1,000 accommodation places. The goal is to serve the accommodation needs of students of Khanh Hoa Medical College when the school moves to Vinh Ngoc commune.

By 2014, this project was completed, but the project to build a new facility for Khanh Hoa Medical College could not be implemented as planned, so the Khanh Hoa Provincial People's Committee requested the Department of Health to hand over the dormitory area to the Department of Construction for management. However, to date, this dormitory is still empty of students.

Students said that the housing area was far from the school, nearly 10 km from the hospital, and difficult to travel to, so they did not want to move in. Since then, 10 years have passed, the abandoned housing areas have become deserted, overgrown with grass and trees, and many items have deteriorated.

This dormitory area was used as a temporary shelter for people affected by a fire in Nhat Tri Islet (Nha Trang City) in 2017. When the Covid-19 pandemic broke out, the dormitory was also used as a field hospital for a short time, then abandoned again.

Proposal to build social housing or rent to the poor

At the 16th session of the 7th term Khanh Hoa Provincial People's Council on the morning of December 13, delegate Doan Minh Long, Chairman of the Provincial Journalists Association, questioned the Department of Construction about waste at the two dormitories above.

Mr. Long proposed that the Department of Construction and the Department of Health consider submitting to competent leaders permission to convert the function of the two dormitories into social housing, or to rent to workers' families, poor households, and those in difficult circumstances at preferential prices, to avoid the project from continuing to deteriorate and be damaged beyond repair. "I would like the Department of Construction to let us know what solutions there are in the near future to resolve these two dormitories to avoid wasting money and wasting resources?", delegate Doan Minh Long asked.

Responding to questions, Mr. Tran Van Chau, Director of Khanh Hoa Department of Construction, said that after a period of serving the anti-epidemic work, many items of the dormitory of Khanh Hoa Medical College were damaged and degraded. The Center for Housing and Apartment Management is coordinating with Khanh Hoa Medical College to complete procedures for handing over and receiving assets according to regulations. After the handover, Khanh Hoa Medical College will carry out repairs and manage the use according to the original investment goals.

Regarding the Nha Trang student dormitory project, according to Mr. Chau, the Department of Construction has worked with a number of training institutions in Nha Trang City to consider the most effective management and operation plan. Through the survey, Pacific University has about 800 students in need of renting dormitories; Nha Trang University proposed to allow the conversion of 1-2 dormitory blocks into a building with a comprehensive function and accommodation for the school's lecturers. Currently, the Department is advising the Provincial People's Committee to assign one of the universities and colleges in the area to manage and operate according to the original goals for the most effective results.

Regarding this issue, Mr. Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People's Committee, said that he has directed the Department of Construction to urgently repair and soon put into use the accommodation needs of students. At the same time, this place can also be arranged to become a student support center.

Mr. Tran Manh Dung, Standing Vice Chairman of Khanh Hoa Provincial People's Council, said that the People's Council has received and reviewed the project to repair Nha Trang student dormitory from the Department of Construction. However, the People's Council has not yet approved it because in the project, the investor has not stated which unit will manage this dormitory project after the repair. At the same time, the investor also has not had a plan to attract students to live there after the repair. According to Mr. Dung, the People's Council will monitor this issue to avoid abandonment as before.
